National Project Officer – Preparedness, Response and Recovery

Position Summary

Organizational Context and Scope

Under the overall and direct supervision of the Chief of Mission in Cambodia and close coordination with the Programme Officer, Transition and Recovery and, in collaboration with relevant units at Cambodia, the National Project Officer – Preparedness, Response, and Recovery will be responsible and accountable for managing the Preparedness, Response, and Recovery projects in the Cambodia office.

Duties & Responsibilities:
  • Coordinate the overall implementation of the Preparedness, Response, and Recovery projects including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements. 
  • Monitor Preparedness, Response, and Recovery unit project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions. 
  • Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
  • Develop monitoring, evaluation, and reporting tools. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials. 
  • Identify potential areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments of project proposals.
  • Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the country through a consultative process with other relevant parties in the office. 
  • Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
  • Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders. 
  • Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors. 
  • Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums
  • Supervise, train, and guide project staff. 
  • Undertake duty travel as required related to project implementation and monitoring.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Public Health or related fields from an accredited academic institution with four years of relevant professional experience; or,
  • Master's Degree in the above-mentioned fields with two years of relevant professional experience;
Skills & Knowledge:
General & Technical Skills
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Demonstrated experience in humanitarian programming and emergency response is required

Programme Associate

Position Summary

Organizational Context and Scope

Under the overall supervision of the Livelihoods Officer and the direct supervision of the Senior Programme Associate (Livelihoods), the Programme Associate (Livelihoods) will support the implementation of livelihoods activities in the provinces, ensuring effective coordination with local communities, authorities, and partners within their scope of responsibility.

Duties & Responsibilities:
  • Assist in the planning, implementation, and monitoring of livelihoods activities in the field, including Cash-for-Work (CfW), skills development (vocational training, apprenticeship), employment forums, SME and microenterprise support, agricultural input assistance, market linkage initiatives, financial literacy training, and other related activities as required, in line with IOM and donor requirements. 
  • Conduct field data collection for livelihoods assessments, including Labor Market Assessments (LMA), Multi-Sector Needs Assessments (MSNA), and beneficiary profiling, ensuring data quality and accuracy.
  • Retrieve, compile, and maintain accurate and up-to-date project documentation, including activity reports, budgets, and beneficiary records related to livelihoods interventions implemented in the field.
  • Monitor activity budgets, verify the availability of funds, obtain necessary approvals, and regularly update project and budget-related information for activities under the area of responsibility.
  • Support coordination and implementation of livelihoods project activities by liaising with local communities, beneficiaries, local authorities, relevant government institutions, UN agencies, and I/NGOs to ensure effective community engagement and smooth delivery of project interventions.

Engineering Assistant

Position Summary

The position is for Shelter and Infrastructure

Organizational Context and Scope

Under the overall supervision of the Programme Officer – TRD (Transition and Recovery) and direct supervision of the Project Engineer (Shelter and Infrastructure); and, in collaboration with relevant units at Sub-offices and Field offices, the successful candidate will be responsible for the field implementation of Shelter and Infrastructure activities in field project locations in Cambodia. 

The incumbent will also support the planning and implementation of Quick Impact Projects (QIPs) and Cash-for-Work (CfW) initiatives, including field coordination of technical assessments, assist in preparation of detailed engineering documents (Plans, design-drawings, quantity estimations, BoQs, and specifications), in resource mobilization, and coordination with relevant stakeholders. The role includes ensuring effective technical assessments, identifications, planning of construction/reconstruction works and resolving technical issues, quality control, and field monitoring and assist in timely completion of infrastructure activities in accordance with project specifications, allocated resources, organizational standards, and donor requirements.

Duties & Responsibilities:
  • Assist Project Engineer in gathering and providing essential information, engineering data, and technical details for effective project planning and implementation, including mobilizing communities for construction activities and preparing monthly and quarterly work plans.
  • Provide technical inputs for the planning, design, and construction or rehabilitation of shelters and small-scale community infrastructure, including the preparation of detailed engineering documentation such as plans, drawings, bills of quantities, cost estimates, specifications, and tender documents.
  • Conduct regular field monitoring and supervision of construction/repair/rehabilitation activities to ensure compliance with approved designs, standards, and objectives, while coordinating effectively with partners, government stakeholders, and IOM teams.
  • Work closely with the Senior Programme Assistant (Shelter and Community Infrastructure) and relevant units to support project identification, technical assessments, and community consultations, ensuring technical considerations are effectively integrated into the planning, design, and implementation of shelter and community infrastructure interventions.
  • Contribute to feasibility studies, engineering surveys and engineering design for selected projects, preparing drawings, quantity and cost estimation, BOQs, work schedules, etc., using relevant engineering softwares (e.g., AutoCAD, Civil 3D, Primavera).
  • Prepare technical reports on shelter and infrastructure activities, assess site monitoring results, and certify completed works in line with approved designs and standards.
  • Carry out regular site inspections to oversee project resource utilization, ensuring accessibility, constructability, health and safety, and aesthetics, in compliance with QA/QC procedures, applicable construction codes, and engineering standards.
  • Provide field guidance on social and environmental safeguards during technical and feasibility site studies / and provide technical guidance and supervision in implementation stage.
  • Assist in preparation of regular project-related reports, engineering data, findings to the supervisor in a timely manner.
  • Oversee daily project operations to ensure accurate and correct methods, materials selection for construction/repair works with proper evaluation of specifications and immediate resolve any discrepancies during construction works.
  • Ensure all shelter /infrastructure projects are designed and implemented as per community development, QA/QC operation manuals, and procurement guidelines.
  • Provide on-the-job training to carpenters, masons, and skilled workers on appropriate construction techniques, DRR-compliant practices, and infrastructure maintenance, ensuring adherence to technical specifications, safety standards, and quality requirements.

  • Demonstrated experience in technical assessments, preparation of drawings, cost estimates and BoQs, and supervision of shelter and community infrastructure projects, ensuring compliance with construction standards and quality control requirements. 
  • Prior experience in coordinating technical activities with programme teams, field staff, communities, contractors, and relevant stakeholders, including supporting project identification, technical assessments, community engagement, and monitoring of infrastructure activities.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Experience in providing on-the-job training to carpenters, masons, and skilled laborers, as well as prior hands-on work in construction environments, will be considered a strong advantage.

Mental Health and Psychosocial Support Consultant

Position Summary

Project Context and Scope

Under the overall supervision of the Chief of Mission (CoM) in Cambodia and the direct supervision of the Programme Officer, the MHPSS Consultant will support the implementation of mental health and psychosocial support (MHPSS) activities for migrants, with a focus on well-being promotion, psychosocial support, and community-based interventions.

Duties & Responsibilities:
  • Tasks to be performed under this contract
  • Design, plan, and implement a range of MHPSS activities for migrants, including group sessions, psychoeducation, recreational and structured psychosocial activities, ensuring adaptability to different contexts (including partner shelter premises and other community settings).
  • Facilitate safe and inclusive spaces that promote psychosocial well-being, social cohesion, and emotional support among migrants.
  • Provide basic psychological support and Psychological First Aid (PFA) to migrants experiencing distress, in line with IOM and international MHPSS guidelines.
  • Identify individuals in need of specialized mental health or protection services and ensure safe, confidential, and timely referrals to appropriate service providers.
  • Support the integration of MHPSS approaches into protection programming, ensuring activities are culturally appropriate, gender-sensitive, and trauma-informed.
  • Coordinate closely with IOM units, implementing partners, and service providers to ensure coherent and complementary service delivery.
  • Contribute to the development of activity plans, tools, and materials for MHPSS interventions, ensuring flexibility to respond to emerging needs.
  • Maintain regular engagement with migrant communities to assess psychosocial needs, feedback, and satisfaction, and adapt activities accordingly.

  • Demonstrated experience in implementing MHPSS programmes, preferably in humanitarian, migration, or protection contexts.
  • Experience facilitating group activities and community-based psychosocial interventions.
  • Experience working with vulnerable populations, including migrants, survivors of trafficking, or individuals in distress is an asset.
  • Strong understanding of trauma-informed and culturally sensitive approaches.
  • Experience coordinating with NGOs, government entities, and service providers.
