The Cambodian Agricultural Cooperative Alliance (CACA) represents agricultural Cooperatives (ACs) and Union agricultural Cooperative (UACs) throughout the Kingdom of Cambodia and was officially registered by the Ministry of Agriculture, Forestry and Fisheries on January 23, 2020. CACA is the highest body and legal representative of (ACs/UACs), which was established to represent the rights and interests of (ACs/UACs) to help them carry out agricultural and socio-economic development work at the community level, which is a contributing factor to the growth of the Cambodian national economy. CACA is looking for qualified Cambodian candidates for the 6 full-time positions of Partnership and

Engagement Specialist (01 position), Research and Institutional Development Manager(01 position), Project Cluster Coordinators (01 Position), Project Officer (3 positions) to support the implementation of the project “Enhancing CSO Capacities for Sustainable and Inclusive Agricultural Development in Cambodia (Sahakum Chhnaeum project)”, over a 3.5-year period.

The project is implemented by a Consortium led by AVSF in partnership with the Cambodian Agricultural Cooperative Alliance (CACA), and Rural Economic and Agriculture Development Agency (READA), with financial support from the European Union (EU) under the program “Support to Civil Society Organizations (CSOs) and Support to CSOs involved in transparency, accountability and oversight”. The Sahakum Chhnaeum project aims to enhance CSOs capacities to engage in policy dialogue, contributing to green, inclusive, and responsible agriculture through technical, economic, and environmental sustainability. Over the period of 3.5 years, the project will strengthen 3 UACs, 273 ACs, 1 National Federation, and 25 Farmers’ Organizations (FOs) across 12 target capital and provinces of Cambodia, including Phnom Penh, Takeo, Prey Veng, Svay Rieng, Mondulkiri, Kampong Thom, Siem Reap, Preah Vihear, Otdar Meanchey, Battambang, Kampong Chhnang, and Kampong Speu.

Announcement Positions

Partnership and Engagement Specialist (1 Position)

Position Summary

Salary: Negotiable and dependent on candidate’s qualifications

Expectations - Duties, Responsibilities
  • Organize the-job training session on lobby and advocacy including production of advocacy strategy and action plans.
  • Provide capacity building on advocacy and lobbying strategy to targets CSOs (ACs. UACs and LNGOs).
  • Policy and Advocacy: Be responsible for developing and promoting policies that benefit the cooperative and its members. This may involve lobbying local or national governments on issues like land rights, trade regulations, or access to credit.
  • Partnership and Networking: Building and maintaining relationships with external stakeholders is a key part of your job. You would engage with other cooperatives, research institutions, NGOs, and private companies to create partnerships that provide access to new markets, technology, and resources.
  • Organized the advocacy strategy, action plan and re-confirm with CSOs on action to be implemented.
  • Monitoring impact of advocacy actions and secure that change happens from the top to root’s levels, including follow-up on legal cases.
  • Foster relationships with other CSOs, government agencies, and private sector entities to expand the CSO's reach and influence.
  • Support representative of federations/union network of farmers’ organization to join events in order to prevent interest of farmer producers (access to finance, agroecological practices, bargaining power…).
  • Organize workshop with CSOs representative to define relevant tools and key messages for advocacy.
  • Support CSOs to produce relevant tools and key messages for development, implementation and assessment of their developed advocacy strategy.
  • Support multi-stakeholders dialogue for promoting enhanced CSO participation and civic space.
  • Conduct research on successful model of socio-economic and sustainable crop production practices for development of agroecological framework and evidence-based policy brief.
  • Assist CSOs in advocating on behalf of their member farmers or organizations in policy dialogue at provincial and national levels.
  • Assist CSOs organizing forums to advocate for commitment from government (in terms of injecting more funds dedicated for AC investment fund/revolving fund).
  • Assist in writing project quarterly, semi-annual, yearly reports.

Requirements - Skills, Qualifications, Experience
  • Minimum bachelor’s degree in Business Administration, Rural Development or related fields.
  • At least 3 years of experience in advocacy and partnership work.
  • Computer skills in Microsoft Word, Microsoft Excel and PowerPoint.
  • Fluent in English.
  • Ability to write activity reports (in English).
  • Good character, friendly, honest and creative.
  • Excellent collaboration capabilities, and capacity to work productively in teams.
  • High commitment to work discipline and good communication skills.
  • Able to work independently in the rural area.
 
 

Research and Institutional Development Manager (1 Position)

Position Summary

Salary: Negotiable and dependent on candidate’s qualifications

Expectations - Duties, Responsibilities
  • Support the project team in conducting deeply CSOs assessment of the target provinces.
  • Ensure a smooth collaboration between involved counterparts and other involved organizations, hereunder contact with international networks on CSOs (ACs, UACs and FOs) capacities.
  • Develop curriculum and training materials as well as deliver trainings on institutional development, covering topics such as leadership and management, roles and responsibilities, gender empowerment, local development, strategic planning, and transparency and accountability to the target ACs and UACs.
  • Grant and Funding Opportunities: Research and identify potential grants, subsidies, or funding programs from government agencies, non-profits, or international organizations. This is crucial for securing financial resources to support the cooperative's projects and expansion.
  • Organizational Capacity Building: Strengthening the internal structure and operations of the cooperative, design and implement training programs for members and staff on topics like financial management, leadership, and technical skills. The goal is to improve the cooperative's overall efficiency and governance.
  • Assist in writing project quarterly, semi-annual, yearly reports.

Project Cluster Coordinators (1 Position)

Position Summary

Salary: Negotiable and dependent on candidate’s qualifications

Expectations - Duties, Responsibilities
  • Assist Project Manager in preparing project methodologies, the annual workplan and in the effective implementation of the project activities;
  • Participate in M&E processes, baseline and endline studies, mid-term and final term evaluation.
  • Organize and support all project events (training of trainers, meetings, workshops, trainings etc.).
  • Provide direct supervision over the project officers and in collaboration with the mobile technical team in ensuring full participation in implementing the project activities.
  • Fully participate in internal and external audit processes and monitoring and evaluation of the project.
  • Write periodic reports (quarterly, semi-annual, yearly) and submitted them to the project manager.
  • Performing other related tasks (to be detailed in a Job Description).
Requirements - Skills, Qualifications, Experience
  • Holding a Diploma or Degree in Agronomy, Rural Development, Animal Health and Production Science or related fields.
  • At least 3 years of work experience of working in development projects and supporting ACs, ACUs, and FOs.
  • Work experience in delivery technical training is an advantage.
  • Good facilitation and communications skills.
  • Good spoken and written English.
  • Ability to write project event reports (preferably in fair English).
  • nProficient in relevant Microsoft Word and Excel, and social media.
  • Good collaborative work, and capacity to work productively in teams.

Project Officer (3 Positions)

Position Summary

Salary: Negotiable and dependent on candidate’s qualifications

Expectations - Duties, Responsibilities
  • Assist Project Manager Assistant/Project Cluster Coordinator in preparing project methodologies, the annual workplan and in the effective implementation of the project activities.
  • Participate in Training of Trainers (ToT) and conduct echo-training sessions in the field on core topics about ACs/ACUs’ institutional and organization development, business development, technical training on sustainable agriculture practices, policy engagement capacities etc.
  • Identify and select existing ACs, ACUs, and FOs to be supported by the project.
  • Take the lead on, and supervise, field activities in mobilizing ACs/ACUs, and FOs to the participation in project interventions
  • Participate in all M&E activities and processes under the coordination of M&E Officer, including baseline and end line surveys, mid-term and final evaluations.
  • Assist and participate in the conduct of an AC, ACU and FO assessment to be conducted by the project specialists.
  • Implement and coach field activities and income generating activities of ACs, ACUs, FOs.
  • Organize and facilitate target-province events, including meetings, trainings, workshops etc.
  • Maintain and update beneficiary profiles in their respective target provinces of the project.
  • Build and maintain relationships with all technical and administrative authorities from the level of province downward.
  • Fully participates in internal and external audit processes and monitoring and evolutions of the project.
  • Assist the Project Manager Assistant/Project Cluster Coordinator in preparing relevant periodic reports.
