The agriculture sector plays very crucial roles in supporting economic growth, generating jobs, ensuring food security, and promoting the development of the rural economy as it’s also embedded in the Government’s Rectangular Strategy. To adhere the strategy, the Ministry of Agriculture, Forestry and Fisheries issued a Prakas on Procedures for Formation and Registration of the Agricultural Cooperative Union where CACA was to be established as the supreme organ of agricultural cooperatives.

The Cambodia Agricultural Cooperative Alliance (CACA) was established by the Agricultural Cooperative (AC) and the Agricultural Cooperative Union (UAC) across the Kingdom of Cambodia. The CACA’s founding general meeting was convened on 30th-31st December 2019 and the CACA was officially registered with the Ministry of Agriculture Forestry and Fisheries on 23rd January 2020. CACA is the highest body and the legal represent of the ACs/ACUs in the Kingdom of Cambodia, formatted to protect ACs/ACUs rights and interests, to facilitate and provide supporting services to ACs/ACUs so that they can fulfil their mission to develop agriculture sector and socio-economic at community levels which would contribute to the national economic growth of Cambodia. The Agricultural Law article 97 obligates the Cambodian Agricultural Cooperative Alliance as follow:

  1. Represents agricultural cooperatives within the Kingdom of Cambodia and protects members’ rights and interests;
  2. Provides technical advice to agricultural cooperatives and facilitates relationships between its members and government agencies, or the private sector, or development partners;
  3. Provides technical training services relevant to agricultural cooperatives’ activities;
  4. Provides auditing services to members for the purpose of advising and orienting toward development of business activities;
  5. Enhances relations and cooperation between agricultural cooperatives within and outside the country or with agricultural cooperative alliance outside the country or other international organizations which share the same objectives;
  6. Assists agricultural cooperative members in dealing with issues and obstacles relevant to agricultural cooperatives’ activities;
  7. Cooperates with ministries and state institutions in promoting the genuine interests of agricultural cooperatives pursuant to national policies on agricultural cooperative development;
  8. Performs other duties for the good sake of members.
