Context:

In response to the needs for responsive victim protection and referral, with support from the International Organization for Migration (IOM) in Cambodia, the Royal Government of Cambodia (RGC), through the Ministry of Social Affairs, Veterans, and Youth Rehabilitation (MOSVY), as the lead for the Victim Protection Working Group of the National Committee for Counter Trafficking (NCCT), has developed Standard Operating Procedures (SOP) for the Protection of Victims of Human Trafficking and Sexual Exploitation. The SOP set out guidelines and procedures for receiving, managing, and supporting victims, ensuring their rights and dignity are upheld throughout the process at national and sub-national levels. To ensure effective implementation of the mentioned SOP, IOM will support the MOSVY to conduct a Training of Trainers (ToT) program for national trainers of MOSVY to ensure sustainability of skill and technical knowledge of the SOP are built within the ministry and to be cascaded to the sub-national levels in a long run. In this regard, IOM is looking for a consultant who will be responsible for designing a comprehensive training manual and related materials, as well as conducting the ToT training on the recently developed SOP.

To develop a training manual and conduct a Training of Trainers (ToT) program aimed at equipping national trainers of the MOSVY with the necessary knowledge and skills to train others on the SOP for “The Protection of Victims of Human Trafficking and Sexual Exploitation.” The selected consultant will undertake the assignment according to the defined scope of work below and will work closely with the MOSVY and IOM focal points to ensure the work aligns with the developed SOP and receives timely feedback.

Expectations - Duties, Responsibilities
  • Submission of the training manual including which includes:
  • Detailed curriculum outlining the overall training program, objectives, modules, and timelines
  • Facilitator guide with instructions for trainers on how to deliver training
  • Session Plans with detailed training agenda for each session/module
  • Instruction materials that shall include slide presentation and other visual aid materials, if any
  • Assessment tools such as pre and post-assessments/tests
  • Delivery of Training of Trainer
  • Facilitate ToT training to national trainers of MOSVY
  • Administer the developed pre and post assessments to measure the training outcomes
  • Submission of the report on the delivered training of trainers: a comprehensive summary report of results achieved throughout the assignment, outlining the results of training of trainers, challenges, solutions, best practices, etc. that might better inform IOM’s intervention in managing training of trainers.
Requirements - Skills, Qualifications, Experience
  • Education
  • An advanced degree in relevant fields (adult-teaching, curriculum development, social sciences) is required
  • Proven experience in developing training manuals and conducting ToT programs for UN Agencies and NGOs would be an advantage
  • Demonstrated knowledge and experience in counter-trafficking, prevention, protection, migration, and human rights
  • Strong facilitation and communication skills
  • Ability to work collaboratively with government and non-governmental stakeholder
  • Fluency in spoken and written Khmer and English is mandatory.
  • Languages
  • Fluency in English and Khmer is required.
