The Cambodia Agricultural Cooperative Alliance (CACA) is a non-profit corporation with certain regulatory requirements delegated by the government to better manage the Agricultural Cooperatives (AC) in the country and provide them with services. It was established in 2021 and has developed a Strategic Plan and a Business Strategy to initiate services and programs to assist more than 1200 agricultural cooperative members.

The members are agricultural cooperatives formed by local communities and their farmers to better manage and distribute their crop production. The CACA has a broad reach in the agricultural sector in Cambodia with total farmers and families represented by these cooperatives are approximately 170,000 people including 100,000 are female.

In the Strategic Plan, there are certain priorities set out and approved by the Board of Directors in order to meet the vision and mission of the CACA.

The Vision of the CACA is:

To be the most valued and recognized national platform to support current and prospective Cambodian ACs and ACUs to reach their full capacity in terms of quality of inputs, production processes, down-stream and up-stream value-chain activities, and marketing in an environmentally sustainable manner, following the standards of Cambodian Good Agricultural Practices.

The Mission is:

To serve Cambodian ACs/ACUs in the following: legal representation; enabling environment; institutional capacity; and access to all forms of agricultural capital, including fair finance. To enhance agricultural production capacity, agro-industry, agri-business, and agri-services aimed at raising economic, social and cultural status of AC members.

Strategic Priorities

For this first Five-Year Strategic Plan 2021-2025, CACA has prioritized developing its Gender Equity, Social Inclusion, and Environmental Sustainability (GE/SI/ES) Mainstreaming Policy, as well as implementation of this policy’s first stages.

Training Curriculum Developer

Position Summary

Objective

With funding support from Mekong Region Land Governance Project (MRLG) through CamboDHRRA, CACA is seeking for a qualified curriculum developer to carry out a participatory process to develop nation wide training curriculums for three courses to be delivered to the BoD and Supervisory Committee of the Agricultural Cooperative.

Methodology and Scope of work

The curriculum developer is expected to carry out the following activities:

  • Conduct Training Needs Assessment to identify nationwide concept for 3-course modular training
  • Identify topic-specific training and develop training content of those 3 courses, including Administration Policy, Accounting Policy, Credit management Policy standard, tailored made specifically for BoD and Supervisory Committee of the AC
  • Develop Training materials for the 3 courses (package of materials including trainer manual, trainer guide and handout/slide presentation, materials…)

CACA will assign key officials to support the developer throughout the curriculum development processes. The alliance will:

  • Provide information/data and relevant documents to the developer
  • Provide venue and refreshment for the training/meeting
  • Inform/invite/coordinate the relevant participants.

Tasks and Estimated work schedule

The process of the curriculum development is expected to start at the end of 20th August, 2024. ToT to be provided to the pool trainers expected to complete within October 2024.

Expected Deliverables

  • Needs Assessment Report of modular 3-course training
  • Developed Training material for the 3 courses in Khmer language (package of materials including trainer manual, trainer guide and handout/slide presentation)
  • Provided TOT to the Pool Trainers pools
Requirements - Skills, Qualifications, Experience
  • The Curriculum Developer shall have the following expertise and qualifications:
  • Sound understanding about AC-related regulations , AC/UAC/CACA;
  • A Bachelor's or Master's degree in Account and Finance, Education, Instructional Design, Curriculum and Instruction, or related field agriculture, business management, planning, rural development, economy
  • At least 5- year experience in curriculum development, instructional design or education;
  • Basic understanding of Learning Management Systems (LMS) is preferred;
  • Experience with instructional design software and tools, such as Articulate Storyline, Adobe Captivate or Camtasia, is preferred;
  • Ability to work collaboratively and effectively with instructional designers, project managers, and subject matter experts;
  • Be able to Train instructors, educators, and other staff on how to effectively use the developed curriculums;
  • Strong understanding of educational standards and learning theories, preferably adult learning principles;
  • Excellent written and verbal communication skills;

The bids received shall be evaluated by CACA with regard to their cover letter and CV (50%) and to their commercial aspects (50%) whereupon the bidders shall be ranked.

Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations. Unsuccessful consultant shall not be informed and shall not receive a separate notice to this effect.
