Project Context and Scope:

The Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao PDR, Myanmar and Thailand (PROMISE), a regional programme led by the International Organization for Migration (IOM), funded by the Swiss Agency for Development and Cooperation (SDC), seeks to define a clear pathway to promote better employment opportunities and working conditions for migrants, especially women from Cambodia, Lao PDR and Myanmar (CLM), through Safe Migration and skills development in collaboration with the private sector in the construction, hospitality, manufacturing and domestic work sectors, training institutes, civil society and governments. The programme is now in the second phase, starting from September 2021 through August 2025.

The objective of PROMISE Phase II is that migrant workers from Cambodia, Lao People’s Democratic Republic and Myanmar in Thailand, and returning migrants, have enhanced decent employment and improved livelihoods contributing to economic resilience and poverty reduction.

Position Summary

Scope of the Assignment

The purpose of this consultancy is to:

  1. Revise and update the existing IOM’s Safe Migration module (trainer guide) with sound pedagogical review and with consultation with all key stakeholders, including the Ministry of Labour and Vocational Training (MLVT), UN agencies, Development Partners (DPs) and CSOs partners, to ensure it fits into the purpose of the target audience and reflects the changing context;
  2. Develop a guideline for the integration of the Safe Migration module into national TVET curriculum by working closely with the Directorate General of Technical and Vocational Education and Training (DGTVET) and TVET institutes.

Organizational Department / Unit to which the Consultant is contributing:

Labour Mobility and Social Inclusion Programme, Project: Poverty Reduction Through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Laos, Myanmar and Thailand (PROMISE) Phase II

Under the overall supervision of the Chief of Mission and the direct supervision of the National Project Officer, the successful candidate will be responsible for the Revision of Safe Migration Trainer Guide and Development of Guidelines for the Integration of the Safe Migration Module into National TVET Curriculum.

Performance indicators for the evaluation of results:

The provider will be paid based on the delivery of the expected deliverables at IOM’s satisfaction. The fees quoted shall be based on a daily rate and the engaged consultant will enter an external collaborator/service provider contract with IOM. The agreed fees shall be the sole remuneration and includes provision for any incidental expenses such as stenographic expenses etc. The external collaborator shall not in any circumstances be entitled to any other payments other than those expressly provided for.

Requirements - Skills, Qualifications, Experience
  • Education
  • Bachelor’s degree in social sciences, social policy, development, minor in Labour Migration would be an advantage.
  • Experience
  • Experience in delivering similar tasks within labour migration in the Cambodian context and/or the region, especially on design and development of Safe Migration module and integration guideline. The provider should demonstrate the experience preferably through samples and testimony of similar work done previously.
  • Strong experience in the field of labour migration and migration and sustainable development.
  • Experience with TVET and/or skills development would be an advantage.
  • Very good communication and coordination skills.
  • Good analytical and information synthesizing skills.
  • Strong writing skills.
  • Languages:
  • Fluency in English and Khmer is required.
  • Travel required:

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
