Objective of the Assignment
The objective of a Technical Coordinator is to provide organizational, technical, and administrative support to ensure the smooth execution of projects, programs, and/or operations under the Ministry of Economy and Finance (MEF), General Department of International Cooperation and Debt Management (GDICDM), Department of Multilateral Cooperation (DMC) ensuring effective communication, resource allocation, and adherence to the timelines.
- Ensure all technical aspects of a project align with its objectives and deadlines.
- Act as the central point of contact between management, technical teams, and other stakeholders.
- Monitor project progress, identify bottlenecks, and recommend solutions.
- Offer technical expertise and guidance to management and team members.
- Assist in troubleshooting and resolving technical challenges.
- Ensure compliance with technical standards, regulations, and best practices.
- Prepare reports, presentations, and documentation for management review.
- Facilitate regular communication between teams to ensure alignment.
- Ensure that technical outputs meet quality and performance standards.
- Conduct regular reviews and evaluations to maintain project integrity.
- Identify areas for improvement and implement corrective actions as needed.
- Identify potential technical risks and challenges early in the project lifecycle.
- Propose strategies to mitigate risks and address unforeseen issues.
- Maintain contingency plans to handle emergencies or unexpected delays.

- Master's Degree in Law, International Relations, Development Studies, Economics, Public Policy, Business Administration, Finance, or a related field
- At least progressively responsible professional experience in project coordination, development cooperation, public administration, international organizations, government institutions, or the private sector for 5 years
- Demonstrated experience in coordinating multi-stakeholder projects and working with government agencies, development partners, international financial institutions, and/or donor-funded programs;
- Proven ability to provide strategic and technical advice to senior management and support evidence-based decision-making processes;
- Excellent analytical, critical thinking, problem-solving, and organizational skills, with strong attention to detail;
- Demonstrated experience in project planning, monitoring and evaluation, risk management, and results-based management approaches;
- Proven experience in budget planning, financial monitoring, and resource management;
- Advanced proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and other relevant project management and data analysis tools;
- Professional proficiency in both spoken and written Khmer and English.
- Strong drafting, reporting, and presentation skills in English are required;
- Strong leadership, communication, negotiation, and stakeholder engagement skills, with the ability to build effective working relationships at all levels;
- Ability to work effectively under pressure, manage multiple priorities, and meet tight deadlines while maintaining high-quality outputs;

Objective of the Assignment
The Executive Assistant will provide high-level administrative, organizational, and communication support to DMC. The role involves managing schedules, coordinating meetings, preparing reports, and ensuring smooth communication between various stakeholders within MEF. The Executive Assistant will assist in the overall smooth running of operations and project support within the department.
- Proactively manage calendar, optimizing time allocation across high-level meetings, strategic engagements, and international travel, ensuring seamless coordination with internal and external stakeholders.
- Develop briefing notes, aid memoires, and background materials for meetings, negotiations, and relevant engagements.
- Prepare, review, and refine executive-level reports, strategic presentations, and high-impact correspondence with meticulous attention to detail and alignment with organizational goals.
- Streamline departmental administrative operations, implementing systems that improve workflow efficiency, resource allocation, and interdepartmental collaboration.
- Plan and oversee the execution of high-profile events, strategic workshops, and conferences, ensuring alignment with organizational objectives and stakeholder expectations.

Objective of the Assignment
The Departmental Operations Assistant will support the effective day-to-day operations of the Department of Multilateral Cooperation (DMC). The position focuses on coordinating internal processes, supporting implementation of departmental work plans, managing documentation and logistics, and facilitating smooth communication within the department and with relevant internal and external stakeholders.
- Provide technical and operational support to DMC in implementing departmental work plans, programs, and activities.
- Assist in preparing technical reports, briefing notes, concept notes, aide-memoires, presentations, and other analytical documents.
- Support the review, compilation, and analysis of information, data, and documentation related to multilateral cooperation activities.
- Assist in coordinating and monitoring projects, programs, and technical assistance activities supported by development partners.
- Prepare meeting materials, record discussions, draft meeting minutes, and follow up on action points.
- Support communication and coordination between DMC, GDICDM, other MEF departments, line ministries, development partners, and relevant stakeholders.
- Assist in organizing technical meetings, workshops, missions, conferences, and related events.
- Maintain and update databases, records, project files, and documentation to ensure accuracy and accessibility.
- Monitor progress of assigned activities and contribute to periodic reporting and performance tracking.
