Technical Assistant

Position Summary

Classification: Installment

Context:

The successful applicant will provide technical assistance on migration: Data collection and analysis on return and reintegration of migrants and development of Standard of Operating Procedure (SOP) on reintegration referrals. Tasks will include:

Expectations - Duties, Responsibilities
  • Collect and analyze data using focus group discussions and key informant interviews in several provinces on return and reintegration of migrants from Thailand, including those who returned voluntarily and involuntarily, methodology and data collection tools for which have already been designed.
  • Data collection and analysis will cover, but not limited to, drivers for migration, duration and migration experience, including challenges such as exploitation, abuse, reason for return, time of return and return and reintegration needs and access to services.
  • Present findings and recommendations to the Ministry of Labour and Vocational Training (MLVT), line ministries and relevant stakeholders
  • Develop return and reintegration assessment report based on the findings from the data collection and analysis
  • Based on the findings and recommendations from the assessment, develop the Standard Operating Procedure (SOP), detailing reintegration services, roles, and responsibilities of service providers and annexes such as consent forms, needs assessment templates, referral forms, monitoring and evaluation forms, and reporting templates.
  • This also involves coordination and facilitation meetings and workshop with MLVT and other relevant ministries, as well as multi-stakeholder consultations to review and finalize the draft SoP.
  • Support the dissemination and pilot of the developed SOP
Requirements - Skills, Qualifications, Experience
  • Education
  • Advanced university degree in migration studies, international development, development studies, social sciences, or a related field;
  • Strong experience in research, assessment and SOP development;
  • At least 5 years of experience in coordination, stakeholder engagement, capacity building and meeting and workshop facilitation, preferably in the field of migration;
  • Experience working with the government counterparts is an advantage; 
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Proficiency in English;
  • Capacity to work independently with minimal supervision with strong personal commitment, efficiency, and flexibility;
  • Gender-sensitive, culture-sensitive, and able to work with colleagues from different cultural backgrounds;
  • Languages
  • Fluency in English and Khmer is required.
