PROJECT DESCRIPTION

The project stems from the observation that a large number of historical collective buildings in downtown Phnom Penh are in a derelict state, in a context of a highly pressurized land market.

The project aims to develop a participatory methodology for the renovation of such buildings, with a dual objective: 1/ to enable the renovation of buildings from the first half of the 20th century and from the 50’s and 60’s in their historical and heritage dimensions; 2/ to adapt them to climate change and new uses, while preserving their architectural qualities (natural ventilation, insulating materials, etc.) and with a goal of resource efficiency (renovation rather than demolition/reconstruction; optimal energy consumption).

With the support of the City of Paris, the Phnom Penh Capital Administration is aiming to create a policy dedicated to the rehabilitation of these historical buildings thanks to a series of activities which will support residents and local authorities better understand the issues and possible solutions for upgrade.

The overall aim of the project is to develop a methodology for the renovation and management of existing built heritage and to encourage residents to invest in the rehabilitation of built heritage. Such an approach should also (re)enhance the value of historic neighborhoods by improving public spaces. The project will pursue two specific objectives:

  • OS1: the development of heritage governance through the introduction of management tools and methods for the rehabilitation of built heritage, with the active participation of local residents;
  • OS2: better adaptation of urban space to the tropical climate and its evolution, and in particular the reduction of urban heat islands by reinforcing the role of nature in dense urban environments.

Duration of consultancy: 15 months

Estimated number of work days: 3 to 6 days per months, variable from one month to another based on work load.

Expected start/end : end of May 2025 to August 2026

Estimated total budget for the mission: 12.000 USD including tax.

CONTRACT

Contract duration: 15 months.

The contract will be drawn up with PPCA, under Cambodian law. Candidates submitting an offer must be in a position to work legally in Cambodia, no visa application will be supported as part of the project.

Please note: This project, unique in Cambodia, is designed as a seed phase for a potential five-year program. Initial funding from France's Ministry of Europe and Foreign Affairs has enabled this first phase; funding for the next phase (3 to 4 years) will be identified during this initial phase. The aim is to maintain the project team trained during the first phase throughout the program, depending on the funding secured.

LOCATION

The consultant must be based in Cambodia and in capacity to conduct both in-person meetings at Phnom Penh Capital Administration and online meetings.

WORKING LANGUAGES

At least two of the following languages are fully mastered by the consultant: French, English and Khmer.

Deliverables will be submitted in both Khmer and English. Eventual translation costs must be integrated into the financial offer.

ESTIMATED CONSULTANCY FEES

The consultancy fees are estimated at 12.000 USD, VAT inclusive.

Bidder Eligibility

  • The suggested profile(s) must have graduated in civil and/or construction engineering, and :
  • At least 10 years of professional experience in the field of renovation of historic or heritage buildings in Cambodia;
  • Experience in renovation of historical and heritage buildings, either public (central market, Sossoro museum, post office, etc.) or private buildings such as shop houses, villas, … built before 1974;
  • Strong knowledge of Cambodian architecture (colonial period architecture, Sangkum Reastr Niyum period architecture) and its specific construction methods;
  • Demonstrated interest in the fields of urban requalification, architectural heritage and building; renovation, with a concern for urban adaptation to climate change;
  • Interest in working with the general public and comfortable in participating to public meetings;
  • Experience in the public administration is a plus;
  • Ability to work in Khmer and in English.

Submission Requirements

Please submit an offer in English consisting of the following:

  • A technical proposal, which includes your understanding of the context and project, your work methodology and relevant past professional experiences (max. 8 pages)
  • A provisional work calendar
  • A detailed financial offer
  • A detailed resume (maximum 8 pages) of the individual or team members, including at least three references in Cambodia per person.
  • A presentation letter addressed to PPCA Governor.

All these documents must be submitted dated and signed, in PDF format. Submission of documents in any other format will be disregarded.
