Announcement Description

The health of humans, animals, and the environment is vitally interlinked. A majority of emerging and endemic human diseases have their origins in animals, wild or domestic, be they transmitted directly, through food or the environment. The World Health Organization (WHO), the World Organisation for Animal Health (WOAH, founded as OIE), and the Food and Agriculture Organization (FAO), recently joined by the United Nations Environment Programme (UNEP), are the main international organizations responsible for proposing references and guidance for the prevention and response to zoonotic diseases and other health risks at the human-animal-environment interface. Together, they have been active promoters and implementers of an intersectoral collaborative approach between institutions and systems to prevent, detect, and control diseases among animals and humans.

In 2014, WHO and WOAH started to develop the National Bridging Workshop (NBW), bringing together human, animal, and environmental health sectors. The method supports the development of a joint and consensual Roadmap guiding short-term activities for improved coordination between these sectors. As of January 2024, NBWs have been conducted in 54 countries. Cambodia organized its NBW in August 2023. The key output of these NBW is an initial NBW Roadmap, a joint action plan that the animal health, environment, and human health sectors have developed jointly to improve their collaboration. NBW roadmaps may serve to directly guide countries’ work to strengthen IHR core capacities or provide input to broader strategic and operational national health security action plans.

In 2020, WHO, WOAH, and FAO initiated a second phase of the NBW Program, focusing on the follow-up of the NBWs, the monitoring of the implementation of the NBW Roadmap, and in-country support (both technical and financial) for this implementation.

Position Summary

Purpose of the Special Service Agreement (SSA)

To act as the One Health NBW Catalyst for Cambodia and support, catalyse, and evaluate the implementation of Cambodia’sNational Bridging Workshop (NBW) Roadmap and identify challenges in the operationalization of the collaboration at the human-animal interface.

Planned timelines (subject to confirmation)

  • Start date: 1 April 2024
  • End date: 31 March 2025

Work to be performed

The work of the SSA will be to:

  • Active liaising between relevant sectors sectors following the NBW outcomes to keep the momentum;
  • Advocate and support the implementation of activities jointly defined during the NBW and listed in the NBW Roadmap;
  • Provide technical assistance for the implementation of the NBW roadmap activities;
  • Identify challenges in the operationalization of the collaboration between the human, animal, and environment sectors at the country level, propose solutions and the possible need for support by the Quadripartite partners;
  • Identify low-cost high-impact NBW roadmap activities which could be funded by the Quadripartite partners;
  • Actively contribute to the network of NBW Catalysts and participate in activities of the NBW community (i.e. bimonthly virtual reunions, yearly NBW network consultative meeting);
  • Support the One Health Inter-Ministerial committee secretariat as requested and required;
  • Any other duty as requested.
Requirements - Skills, Qualifications, Experience
  • Qualifications required:
  • Essential: University degree in public health or veterinary studies
  • Experience required:
  • At least 5 years experience in public health, food safety, or zoonotic disease detection, prevention, and control.
  • Experience with public health or animal health systems in the host country.
  • Very good understanding of the One Health approach and how it can be implemented.
  • Experience in coordination, collaboration, and facilitation of capacity-building activities across the human-animal interface.
  • Skills / Technical skills and knowledge:
  • Excellent communication and interpersonal skills and sensitivity to political and cultural issues
  • Proven ability to work in multisectoral teams
  • Proven ability to meet deadlines
  • Language requirements:
  • Requirement: official language of host country (Excellent) and English (Good).
