Cambodia’s clean water supply sector has expanded significantly, particularly through private water operators (PWOs) in rural and peri-urban areas. However, the sector continues to face skills and gender gaps, including limited availability of job-ready technical staff, particularly women, and limited pathways from education into employment in water utilities. The Young Water Engineers Internship Program, to be implemented by the Cambodia Water Supply Association (CWA), with support from Australia through the Cambodia Australia Partnership for Resilient Economic Development (CAPRED), aims to address these constraints by placing young engineers, especially female engineers, with host PWOs and selected consulting firms to gain practical experience and strengthen the technical capacity of the clean water sector.

Position Summary

Intervention: Young Water Engineers Internship

Location: Based in Phnom Penh with regular travel to provinces.

Report to: CWA Executive Director

Key Relationship: CWA Executive Director / designated focal point, with technical coordination from CAPRED

Contract Duration: 12 months

Funded by: Australia through the Cambodia Australia Partnership for Resilient Economic Development (CAPRED)

Objectives of the Assignment

The Senior Water Engineer will lead the technical delivery of the internship program by guiding interns, supporting host PWOs/consulting firms, developing and implementing the capacity enhancement plan, and ensuring that internship activities contribute to improved technical performance, professional learning, and safe placement conditions.

Duration and Level of Effort

  • Up to 12 months, subject to agreement period and satisfactory performance.
  • Full-time position dedicated to the Young Water Engineers Internship Program.
  • Expected to include office-based work, remote mentoring, and field visits to host PWOs/consulting firms.
Duties & Responsibilities:
  • Technical leadership and program planning
  • Lead preparation of the internship technical workplan, including sequencing of orientation, placement, mentoring, site visits, training, and monitoring activities.
  • Support CWA to prepare the capacity enhancement plan for interns and revise it as needed in consultation with CAPRED.
  • Ensure intern learning activities are aligned with the practical needs of host PWOs/consulting firms and the agreed internship objectives.
  • Contribute to the development of the project management system to track intern progress, host performance, technical tasks, mentoring activities, and risks.
  • Support recruitment and placement
  • Provide technical input into selection criteria for host PWOs/consulting firms and interns.
  • Participate in recruitment/interview processes for interns, as required.
  • Support the intern self-introduction / matching workshop by advising on technical suitability between interns and host organisations.
  • Assist CWA and CAPRED in matching interns to appropriate host PWOs/consulting firms based on technical learning needs, host capacity, safety considerations, and placement objectives.
  • Orientation and capacity enhancement
  • Lead or contribute to orientation and technical training sessions for interns.
  • Develop technical training modules relevant to clean water supply operations.
  • Support site visits and ensure they are structured as a learning exercise.
  • Mentoring and technical supervision
  • Provide ongoing mentoring to interns throughout the placement period, both remotely and through field visits.
  • Facilitate group-based technical discussions with interns to encourage peer learning and collective problem-solving.
  • Provide practical advice to interns on assigned workplans, technical tasks, workplace communication, and reporting.
  • Ensure interns are supported to carry out tasks safely and within the scope agreed with host PWOs/consulting firms.
  • Support host PWOs/consulting firms to understand the role of interns and provide meaningful technical exposure.
  • Field monitoring and quality assurance
  • Conduct field visits to monitor intern progress, host engagement, workplace conditions, and implementation of agreed workplans.
  • Identify technical or operational issues affecting intern learning and recommend corrective actions.
  • Contribute to mid-term review, probation evaluation, internship evaluation, and SEAH/WHS monitoring reports.
  • Reporting and knowledge sharing
  • Review monthly updates from the project management system and provide technical analysis of intern progress.
  • Prepare or contribute to technical briefs, monitoring notes, field visit reports, and capacity enhancement reports.
  • Support interns to prepare progress presentations and final learning outputs.
  • Contribute to the final internship evaluation and completion report.
  • Support communication activities that promote young engineer employment in the clean water sector.

Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good is preferred
Qualifications:
  • Bachelor's Degree in water engineering, civil engineering, environmental engineering, water resources engineering, or a related field
Work History:
  • Water supply, utility operations, water engineering, infrastructure planning, or related technical fields for 7 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • At least a university degree or higher in water engineering, civil engineering, environmental engineering, water resources engineering, or a related field.
  • Strong practical understanding of Cambodia’s clean water supply sector, particularly rural water supply systems and private water operators.
  • Demonstrated technical experience in one or more of the following areas: water treatment operations; distribution network assessment; non-revenue water assessment; pumping systems; utility operation and planning.
  • Experience providing technical guidance, supervision, mentoring, or coaching to junior engineers, interns, or technical staff.
  • Ability to translate technical issues into practical recommendations for PWOs and interns.
  • Good understanding of workplace safety, risk management, and safe working practices in operational water supply environments.
  • Strong communication, facilitation, and report-writing skills in Khmer.
  • Working knowledge of English for coordination, reporting, and communication with CAPRED is desirable.
  • Experience working directly with private water operators, public utilities, or water supply service providers in Cambodia.
  • Experience designing or delivering technical training, mentoring programs, internships, or capacity-building activities for young engineers.
  • Practical experience in climate-resilient water supply planning, water source assessment, energy efficiency, or infrastructure improvement planning.
  • Experience working with associations, development programs, NGOs, or donor-funded projects.
  • Experience integrating GEDSI considerations into technical training, mentoring, or workforce development activities.
  • Experience preparing technical reports, field monitoring notes, training materials, or practical guidance for non-specialist audiences.

The Technical Officer will support the effective delivery of the Young Water Engineers Internship Program by assisting with recruitment, placement coordination, orientation, mentoring logistics, field monitoring, project tracking, safeguarding documentation, and reporting. The role is intended to ensure that interns, host PWOs/consulting firms, CWA, and CAPRED have timely information, proper coordination, and well-documented implementation throughout the internship period.

Duration and Level of Effort

  • Indicative duration: up to 12 months.
  • Level of effort: full-time.
  • The role will require office-based coordination, regular communication with interns and host organisations, and field visits to host PWOs/consulting firms.
Duties & Responsibilities:
  • Program Coordination and Administration
  • Support the preparation and implementation of the internship workplan.
  • Coordinate day-to-day communication between CWA, CAPRED, interns, host PWOs, consulting firms, and the Senior Water Engineer.
  • Support scheduling and logistics for meetings, orientation sessions, training, field visits, mentoring sessions, monitoring visits, review meetings, and dissemination activities.
  • Maintain organised records of key program documents, including applications, contact lists, attendance sheets, internship contracts, workplans, training materials, monitoring notes, reports, and supporting documents.
  • Support preparation of documents required for milestone submission and fund request processes.
  • Recruitment and Placement Support
  • Support outreach and announcement processes for host PWOs/consulting firms and intern candidates.
  • Assist with recruitment administration, including application compilation, shortlisting, interview logistics, scoring documentation, and candidate communication.
  • Support CWA and the Senior Water Engineer to organise the intern self-introduction and matching workshop with host PWOs/consulting firms.
  • Maintain an updated placement database covering selected interns, host organisations, supervisors, locations, accommodation arrangements, and emergency contacts.
  • Orientation, Training, and Capacity Enhancement Support
  • Support the Senior Water Engineer in preparing orientation materials, technical training materials, and participant handouts.
  • Coordinate logistics for orientation and training sessions, including site visits.
  • Assist with planning and coordination of capacity enhancement activities, including technical trainings, site visits, sector immersion, and group discussions.
  • Help track implementation of the approved capacity enhancement plan and flag delays or issues to the Senior Water Engineer and CWA project lead.
  • Monitoring, Mentoring, and Project Tracking
  • Update the project management system regularly with:
  • intern placement information;
  • individual workplans;
  • monthly progress updates;
  • training participation;
  • mentoring activities;
  • host feedback;
  • field visit findings;
  • safeguarding and WHS follow-up actions;
  • key risks, issues, and corrective measures.
  • Coordinate group-based virtual discussions between CWA mentors and interns to support technical guidance, professional discussion, and peer learning.
  • Support the Senior Water Engineer in documenting mentoring sessions and following up on agreed actions.
  • Assist interns in preparing progress updates, presentations, and learning reflections.
  • Support field monitoring visits and prepare field notes under the guidance of the Senior Water Engineer.
  • Reporting and Documentation
  • The Technical Officer will support preparation of:
  • recruitment and outreach records;
  • contact lists of interns, host organisations, supervisors, and emergency contacts;
  • orientation report, training materials, participant lists, and satisfaction survey summaries;
  • monthly project management updates;
  • capacity enhancement activity reports;
  • mentoring and field monitoring notes;
  • SEAH/WHS monitoring documentation;
  • inputs to the mid-term review and probation evaluation;
  • inputs to the internship evaluation report;
  • inputs to the final completion report and dissemination workshop.

Work History:
  • Project coordination, technical assistance, water sector programming, training coordination, monitoring, or field-based program implementation for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Good understanding of Cambodia’s clean water supply sector or willingness to quickly learn sector operations and stakeholder dynamics.
  • Experience supporting coordination of trainings, workshops, field visits, meetings, or stakeholder engagement activities.
  • Experience working with private water operators, public utilities, consulting firms, or water sector institutions in Cambodia.
  • Experience supporting internship programs, youth employment initiatives, technical placements, or workforce development activities.
  • Experience using simple project tracking tools, databases, dashboards, or monitoring systems.
  • Experience supporting safeguarding, PSEAH, WHS, risk screening, or field monitoring documentation.
  • Basic technical knowledge of water supply operations, utility management, water treatment, distribution systems, NRW, or infrastructure planning.
  • Experience working with associations, development partners, NGOs, or donor-funded programs.
  • Experience preparing meeting notes, training reports, field monitoring notes, or progress summaries.
  • Experience supporting GEDSI-sensitive programming, especially activities involving young women professionals or inclusive workforce development
  • Good communication skills in English and Khmer, with sufficient proficiency to support coordination, documentation, and communication with CAPRED.
Soft Skills
