Senior Advocacy Advisor:
- Leads the pilot of provincial policy dialogue for results in Takeo and Kampong Speu and identify pathway for scale up.
- Leads dialogue, negotiation and engagement with senior policy makers, national and sub-national authorities, and private sector stakeholders.
- Oversees quality assurance of the whole intervention.
- Drives institutional capacity enhancement for advocacy works.
- Ensure GEDSI and climate mainstreaming.
Objectives of the Position
The Senior Advocacy Advisor will provide strategic leadership for the Policy Dialogue for Results intervention. The advisor will lead stakeholder engagement with senior government officials, facilitate policy dialogue processes, strengthen institutional coordination, drive sector advocacy, and ensure high-quality implementation of all intervention activities.
Duties & Responsibilities:
- Lead policy dialogue and facilitation
- Lead the design and implementation of provincial policy dialogue forums pilot in Takeo and Kampong Speu.
- Ensure proper evidence packages for provincial policy dialogue forums.
- Lead stakeholders mapping analysis and consultation with individual stakeholders before multi-stakeholder dialogue.
- Facilitate multi-stakeholder dialogue involving policy makers, national and subnational authorities, PWOs, development partners, etc.
- Ensure dialogue processes generate practical solutions, actionable commitments and accountability mechanisms.
- Lead post-dialogue coordination and follow-up process to enhance the results.
- Identify sustainable pathway for institutionalizing and scaling the result-based policy dialogue beyond pilot provinces.
- Government and Stakeholder Engagement
- Build and maintain strong relationships with senior government officials and decision makers.
- Represent CWA in policy discussions and strategic engagement platforms.
- Promote stronger coordination among relevant ministries and sub-national authorities.
- Support CWA's engagement with the Government-Private Sector Forum (G-PSF) and other relevant policy platform.
- Position clean water supply as a prioritised infrastructure for economic growth in G-PSF and other platforms.
- Strategic Advocacy for Clean Water Supply Sector
- Guide the design and development of Advocacy Strategy for clean water supply sector.
- Guide identification of policy reform priorities and engagement opportunities.
- Provide strategic advice on advocacy positioning and messaging.
- Ensure advocacy initiatives are evidence-based, practical, and results-oriented.
- Institutional Strengthening
- Strengthen CWA's institutional capacity in advocacy, stakeholder engagement, negotiation, and dialogue management.
- Strengthen CWA’s system for issues management, commitment monitoring, accountability and policy engagement.
- Quality Assurance and Strategic Oversight
- Provide technical oversight across all work streams in the interventions.
- Review and quality assure diagnostics, analytical products, policy briefs, etc.
- Ensure integration of GEDSI, climate resilience, and investment-enabling considerations.
- Monitor progress against intervention objectives.
- Provide strategic advice and adaptive management recommendations.

Qualifications:
- Master's Degree
- Bachelor's Degree in Public Policy, Governance, Development Studies, Economics, Political Science, or related field
Work History:
- Professional experience for 10 years as a minimum
Skills & Knowledge:
General & Technical Skills
- Demonstrated experience working with government ministries and high-level stakeholders.
- Strong facilitation, negotiation, and stakeholder engagement skills.
- Experience leading policy reform, public-private dialogue, or advocacy initiatives.
- Excellent report writing and communication skills.
- Excellent English communication skill (written and spoken)
- Experience in Cambodia's water sector.
- Familiarity with G-PSF or similar policy dialogue for results mechanisms.
- Experience with development partner-funded programs.
- Understanding of private sector development and investment climate reforms.

- Manages data and commitment tracking system to enhance accountability.
- Drives innovative and digital approaches to advocacy.
- Supports GEDSI and climate mainstreaming.
Objectives of the Position
The Junior Advocacy Advisor will provide analytical and technical support to the intervention by generating evidence, conducting research, developing advocacy products, and introducing innovative advocacy approaches that strengthen CWA's influence and effectiveness. She/he will also support GESDI and climate resilience mainstreaming into the intervention.
Duties & Responsibilities:
- Evidence Generation and Policy Analysis
- Design and implement survey, diagnostics, and other evidence-generation activities.
- Conduct sector analysis to identify challenges and opportunities affecting private investment in clean water supply.
- Produce evidence packages to support provincial dialogues, national engagement, and advocacy initiatives.
- Conduct stakeholder mapping, political economy analysis, and policy research.
- Advocacy Strategy Development
- Assess current advocacy by identifying challenges and opportunities to enhance result-based advocacy for the sector.
- Develop the innovative and result-based advocacy strategy for the sector
- Develop implementation pathways and supporting tools for advocacy activities
- Maintain advocacy databases and progress tracking systems.
- Strategic Engagement with G-PSF and other Platforms
- Actively engage with national and sub-national advocacy forums to inform result-based advocacy for clean water supply and recommend the adaptation of G-PSF’s advocacy tools/approaches into the intervention.
- Identify opportunities and pathway to raise the challenges of clean water supply in G-PSF to enhance accountability for clean water supply.
- Advocate clean water supply as the prioritized infrastructure for economic growth in G-PSF and other platforms.
- Innovation and Communications
- Identify innovative approaches and modern tools for stakeholders’ engagement and policy influence.
- Lead the preparation, visualization and digital communication of evidence and advocacy products.
- Contribute ideas for strengthening CWA's visibility and sector leadership.
- GEDSI and Climate Integration
- Mainstream gender, disability, social inclusion, and climate resilience considerations across intervention activities.
- Analyse gender-disaggregated data.
- Identify priority reforms for GEDSI and climate resilience enhancement.
