Cambodia stands at a pivotal juncture in its economic evolution, transitioning from reliance on agriculture and labor-intensive industries to embracing high value-added, technologically advanced sectors. This shift not only diversifies Cambodia's economic base but also propels it towards the goal of attaining high middle-income status by 2030 and ultimately achieving high-income status by 2050.

The Royal Government of Cambodia has embarked on a visionary journey, charting a Master Plan to Develop Preah Sihanouk Province into a Model Multi-purpose Special Economic Zone (SEZ) and Develop Cambodia’s Coastal Provinces into Multi-purpose and Comprehensive Economic Corridors. This master plan serves as the guiding beacon in elevating Sihanoukville Province into an exemplary multi-purpose SEZ and a pivotal economic hub, poised to bolster regional production chains while fostering sustainable economic growth, social advancement, and environment stewardship.

In line with this ambitious vision, the Ministry of Economy and Finance (MEF) seeks to engage a qualified consulting firm to provide strategic research support services that can inform evidence-based policymaking, planning, and program development. This will enable informed decision-making across evolving policy priorities, regulatory reforms, and program implementation aligned with national development goals.

Objectives:

The objective of this engagement is to engage a qualified research firm to provide timely and high-quality analytical support for evidence-based policy development. The firm will contribute to the design of policies across a broad range of themes, primarily focusing on economic, policy and investment research. This will encompass, but not be limited to areas such as:

  • Economic Policy and Development: Covering topics like economic growth strategies, productivity enhancement, competitiveness, industrial policy, structural transformation, green growth and public financial management.
  • Trade and Logistics Facilitation: Addressing regional integration, trade policies, logistics infrastructure, and related reforms.
  • Investment Promotion and Business Climate: Focusing on strategies to attract investment, improve the business environment, and foster private sector development.
  • Human Capital and Labor Markets: Encompassing skills development, labor market dynamics, and human capital formation.
  • Digital Economy and Innovation: Exploring innovation ecosystems and the digital economy's impact on development.
  • Spatial Development and Infrastructure: Including urban planning and the development of essential infrastructure
  • Other related topics specify by the Secretariat

The assignments will vary depending on policy priorities and development needs and may involve both short-term and more extensive research projects.

Duration of Service:

The external firm will be contracted for 12 months from the contract signing date.

Bidder Eligibility

  • Qualifications and Requirements:
  • Interested firms must meet the following minimum qualifications:
  • Legal registration as a consulting firm, think tank, research institution, or consortium operating in accordance with national laws
  • A minimum of five (5) years of demonstrated experience in economic research, socio-economic analysis, industrial policy development research, strategic planning, and investment strategy
  • A strong portfolio of completed projects, particularly those supporting government policy development, economic planning, or development programs
  • Demonstrated capacity to deliver rigorous and policy-relevant research, using both qualitative and quantitative methodologies
  • A multidisciplinary team with proven capabilities in areas such as economics, governance, public finance, environmental policy, labor market analysis, investment climate, and spatial planning
  • Experience in Cambodia and/or Southeast Asia is highly preferred, including knowledge of Cambodia’s regulatory and economic policies
  • Ability to deliver clear, concise, and high-quality reports and materials in English. Capacity to provide Khmer-language support and translation will be considered an added value
  • Experience working with development partners, inter-ministerial coordination, or multi-stakeholder consultation processes is an advantage.
