Announcement Description

The International Organization for Migration (IOM) Cambodia is implementing a Community Response and Recovery Programme to support populations affected by the Cambodia–Thailand border crisis. The programme aims to restore livelihoods and improve access to skills development, agricultural inputs, employment, and self- employment opportunities.

IOM seeks a qualified Service Provider to conduct community mobilization, household registration, technical assessments, agricultural and financial management training, livelihood pathway facilitation, financial inclusion support, business planning, mentoring, monitoring, and reporting.

The assignment contributes to livelihood recovery and self-reliance outcomes by equipping vulnerable participants with market-oriented and climate-resilient skills and linking them to employment, self-employment,

or agricultural production opportunities.

All activities will be implemented in close coordination with IOM, government counterparts, and community stakeholders, with due consideration for protection, safeguarding, disability inclusion, data protection, frau d prevention, conflict sensitivity, climate risks, and land-safety concerns, including mine/UXO risks.

Summary

Target group: Returning Migrant Workers, Internally Displaced Persons and Vulnerable communities affected by the Cambodia-Thailand border crisis

Target caseload: 200 individuals: approximately 100 per province

Agreement implementation: 17 August 2026–31 March 2027 (Technical training completion by 31 December 2026 and post-training mentoring/coaching and final closeout by 31 March 2027)

Contracting modality Service Provider Agreement

  1. Scope of Services, Expected Outputs and Target Completion
  2. The Service Provider shall support IOM in delivering agricultural livelihoods assistance to 200 participants through community outreach, technical assessments, training, livelihood pathway facilitation, mentoring, monitoring, and reporting. Key responsibilities include:
  3. Community Outreach and Orientation: Mobilize potential participants and provide information on available support, eligibility criteria, complaints and feedback mechanisms.
  4. Household Registration: Conduct household and individual interviews using standard questionnaires, collect beneficiary information following IOM’s registration standard operating procedures, register beneficiaries in IOM’s database.
  5. Technical Assessment: Conduct technical assessments of registered beneficiaries, covering skills, work experience, land and water access, market viability, and labour capacity.
  6. Livelihood Pathway Assignment: Based on technical assessment, recommend beneficiaries for an appropriate livelihood pathway and support related planning and mentoring activities in line with IOM Standard of Operating Procedures.
  7. Training Delivery: Develop and deliver training programmes in accordance with Annex 1. Complete all training, assessments, attendance records, and graduation documentation by 31 December 2026. Facilitate participant access to approved transportation, meal, and/or Daily Subsistence Allowance (DSA) support, where applicable.
