INTRODUCTION

IOM Cambodia seeks to receive submission of project proposals by NGO with verified access and operational capacity across localities which impacted by the border conflict between Cambodia and Thailand in the provinces of Preah Vihear, Oddar Meanchey, Battambang, Siem Reap and Banteay Meanchey. These Terms of Reference outline the roles, responsibilities, and requirements for service providers in delivering integrated protection and legal assistance services to individuals affected by the recent crisis. If selected, service providers will be expected to coordinate closely with IOM to ensure comprehensive, effective, and safe delivery of services to crisis-affected populations, as part of a wider programme that comprises of activities implemented by IOM and by other CSOs.

BACKGROUND

Following the 2025 Cambodia–Thailand border crisis, affected populations continue to face protection risks and socio- economic vulnerabilities, with women, children, persons with disabilities, older persons, female-headed households, survivors of violence, and unemployed returnees particularly affected.

The escalation of clashes along the Cambodia–Thailand border in late July 2025 has generated significant humanitarian needs. As of April 2026 (latest available data), more than 33,000 people remain displaced across 16 provinces with Banteay Meanchey, Siem Reap, Preah Vihear, Battambang and Oddar Meanchey provinces continuing hosting the largest number of IDPs.

The International Organization for Migration (IOM) Cambodia is implementing a comprehensive stabilization, protection, recovery, and reintegration programme aimed at fostering peace, resilience, community protection, mental well-being, and self-reliance among IDPs, returnees, returning migrant workers, relocated conflict-affected populations, and host communities along the Cambodia–Thailand border.

TARGET AREAS

IOM is aiming to contract a service provider for project implementation in selected communes /communities in one or more of the following areas affected by the conflict:

  1. Oddar Meanchey Province
  2. Preah Vihear Province
  3. Battambang Province
  4. Banteay Meanchey Province
  5. Siem Reap Province

Specific target districts and communes will be confirmed in coordination with IOM and relevant authorities.

ACTIVITIES DESCRIPTION

The service provider will deliver assistance to address the critical protection and legal needs of IDPs, returning IDPs, returnees, and households with high indicators of vulnerability among the hosting communities and other crisis- affected populations in the border areas. This comprehensive approach will be tailored to the unique circumstances

of each individual and household aiming to facilitate specialised legal and protection support as well as facilitation of access to services, including access to health for people in need.

The intervention is expected to contribute to:

• Improved protection and safety of conflict-affected populations, including host communities, IDPs, returnees, returning migrant workers, and relocated conflict affected population;

Increased access to civil documentation

  • Strengthened community-based protection and referral systems;
  • Increased access to safe and confidential GBV services;
  • Improved social cohesion and community resilience;
  • Enhanced access to reintegration and essential services.
