Purpose
The purpose of this consultancy is to support ESC and local authorities in preparing a technically sound, environmentally sustainable, and forward-looking preliminary master plan for urban sanitation and drainage. This will provide a reliable basis for improving wastewater and stormwater management systems in Senmonorom City.
Objectives
The consultant/firm will:
- Conduct accurate ground and aerial (UAV) surveys within the designated priority area (~100 ha) and perform field reconnaissance across all 14 villages;
- Produce a verified, georeferenced topographic dataset (X, Y, Z) with Digital Terrain Model (DTM) and contour maps at appropriate intervals;
- Update the CWIS Settlement Typology Map by classifying all areas of the city into the five settlement types (Type-1: Dense Commercial-Residential Core, Type-2: Peri-Urban Residential, Type-3: Tourism /Hospitality, Type-4: Dispersed / Ethnic Minority, Type-5: Institutional) defined in the CWIS Plan, verified through field observation and spatial analysis;
- Map and document existing sanitation and drainage infrastructure, identifying service coverage, gaps, and unsafe discharge points;
- Develop a preliminary master plan integrating topography, existing infrastructure, settlement types, and future CWIS infrastructure requirements;
- Deliver all spatial data in formats compatible with AutoCAD and open-source GIS platforms, to be handed over to Senmonorom City Administration / OPWTSEP.

Eligibility
- The consultant/firm shall have:
- Minimum 5 years of relevant experience in surveying and engineering-related work
- Experience in at least two similar projects
- Access to modern survey equipment (Total Station, GPS, UAV/Drone)
- Qualified technical team (surveyors/engineers)
- Strong skills in AutoCAD, GIS, SketchUp, or similar tools
- Proven ability to produce high-quality technical reports
