BACKGROUND

Description of the existing activities currently undertaken by Cambodia/WHO Health Emergencies Progamme i.e. prior to the publication of this Request for Proposals, and related to its objectives.

Overview

In Cambodia, traditional food markets (TFMs) play an important economic, cultural and social role and are sources of livelihood for millions of people in urban and rural areas. They can provide access to safe, healthy, nutritious and culturally appropriate food while promoting health and prevent diseases, especially among the most vulnerable groups.

As guided by the Law on Food Safety in Cambodia, safer traditional food markets are integral to implementing and maintaining food safety practices as well as reducing the risks of zoonoses under a One Health approach in Cambodia. In collaboration with relevant Ministries and with support from the World Health Organization (WHO), Ministry of Health has developed a national manual “Five Keys for Safer

Traditional Food Markets”, adapted from "Five Keys for Safer Traditional Food Markets: Risk Mitigation in Traditional Food Markets in the Asia Pacific Region".

Cambodia’s “Five Keys for Safer Traditional Food Markets” manual aims to support and guide local inspectors, local authorities, market communities and consumers in transforming traditional food markets into safer and healthier places.

To support the application of the manual, WHO is collaborating with the Department of Drugs and Food (DDF) and the National Centre for Health Promotion (NCHP) of the Ministry of Health (MoH) to apply behavioural insights in carrying out an intervention plan to improve handwashing practices of market vendors in two target provinces – Kampot and Siem Reap.

This Request for Proposal specifically covers the development and delivery of the SBCC package for improving vendors’ handwashing. It aims to address knowledge gaps, strengthen social norms and provide vendors with cues and recognition mechanisms that help enable better handwashing practices.

Summary

Objective of the RFP

The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: Design, pre-test, finalize, and produce a social and behaviour change communication (SBCC) package to improve vendors’ handwashing in traditional food markets (TFMs) in Cambodia..

WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.

Place of performance

The contractual partner must be based in Cambodia. Activities will focus on Kampot and Siem Reap provinces (for testing and feedback), with frequent travels within Phnom Penh for meetings with the stakeholders.

Timelines

The timelines below are indicative only. They are subject to the confirmation of the contractual partner:

Eligibility

  • Previous experience
  • Mandatory:
  • Proven experience in the field of applying behavioural science frameworks (e.g., COM-B, EAST, or similar) or SBC insights to develop interventions, projects, and activities..
  • Previous work with WHO, other international organizations and/or major institutions in the field of SBC/communication campaign/material development ;
  • Desirable:
  • Experience in translate behavioural barriers and enablers into practical creative solutions
  • Strong creative design and storytelling skills, with proven experience developing materials for low-literacy and/or low-income audiences.
  • Track record of copywriting and script development in Khmer that ensured cultural relevance and clarity.
  • Capacity to deliver professional materials in Khmer across formats (print, audio, and digital).
  • Ability to conduct participatory co-design and both concept testing and pre-testing, and to document findings clearly.
  • Knowledge of the Cambodian market vendor context, including cultural and social dynamics, and familiarity with low-cost, durable formats suitable for local market settings (laminated posters, washable banners, etc.

The bidder shall submit the complete proposal to WHO no later than 22/10/2025 at 17:30 hours

The bidder must ensure that the content of all copies is identical. If at any time a difference is discovered between any copies of the proposal then the "Master Copy" will prevail as the official copy.

Each proposal should be prepared in two distinct parts: the technical proposal and the financial offer.

Each proposal must include the signed Proposal Completeness Form (attached hereto as Annex 3) and supporting documents, as well as the signed Acceptance Form (attached hereto as Annex 5).

Each proposal shall be marked Bid Ref: KHM-WHE-TFM-2025-281291 and be signed by a person or persons duly authorized to represent the bidder, submit a proposal and bind the bidder to the terms of the RFP.

A proposal shall contain no interlineations, erasures, or overwriting except, as necessary to correct errors made by the bidder, in which case such corrections shall be initialled by the person or persons signing the proposal.

It shall be the Bidder’s responsibility to obtain a confirmation of receipt by WHO of the signed Acknowledgement form (see section “Intention to Bid” 4.24.2 above) and the proposal, marking in particular the Bid Reference number and the date and time of receipt by WHO.

WHO may, at its own discretion, extend the closing date for the submission of proposals by notifying all bidders thereof in writing.

Any proposal received by WHO after the closing date for submission of proposals will be rejected.
