Announcement Description

Sustainable Assets for Agriculture Markets, Business and Trade (SAAMBAT) is a project of the Royal Government of Cambodia (RGC). The total project cost is approximately USD 155.566 million, to be financed by an IFAD loan of USD 53.2 million, an IFAD Country Grant of USD 1.2 million, a European Investment Bank (EIB) loan EUR 65.5 million and is foreseen to receive additional up to EUR 15.772 million in the form of a grant from European Union, together with RGC counterpart funding of USD 11.30 million.

The project development objective of SAAMBAT is to “Increase productivity of rural youth, enterprises and the rural economy” which in turn contributes to the Goal of “Reduce Poverty and Enhance Food Security.” SAAMBAT is implemented through two Components: (1) Value Chain Infrastructure; and (2) Skills, Technology and Enterprise. These components are designed to deliver two key outcomes: (1) Poor rural people’s benefits from market participation increased; and (2) Poor rural people’s productive capacities increased.

Under, Sub-Component 2.2. Technology and Enterprise for Rural Value Chains, the Project Implementation Unit (PIU) of Ministry of Economy and Finance is seeking to hire a service provider namely Agricultural Produce Traceability System Application Development Service Provider to accomplish the development of traceability system application assignment including but not limited to the followings: (1) to develop a web portal, mobile & tablet application with an open API, (2) to develop a dynamic customizable traceability system which is capable to trace the provenance source of agricultural produce and to track where the products arrive at a certain stage of the value chain, (3) to establish sustainable business model and a dynamic inventory stock management system for each value chain actor. To build consumer trust, it is expected that the system will be developed using blockchain technology, and (4) to assist TSC in identifying potential private sectors who are willing to take over and implement and maintain the system after development is completed for sustainability purposes.

The Ministry of Economy and Finance now invites Firms to indicate their interest in bidding on this contract. In response to this Expression of Interest (EOI), interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services to meet the criteria as indicated in the ToR.

Submission Requirements

A Firm will be selected in accordance with the Quality and Cost-based Based Selection (QCBS) method set out in the IFAD Project Procurement Guidelines Version 2019 and in consistency with the RGC Standard Operating Procedures (SOP) On Procurement for all Externally Financed Projects/Programs in Cambodia updated version December 2019. As such, upon assessment of qualifications and experience of the applicants, only eligible and qualified firms will be invited to respond to a Request for Proposals.
