Cambodia stands at a pivotal juncture in its economic evolution, transitioning from reliance on agriculture and labor-intensive industries to embracing high value-added, technologically advanced sectors. This shift not only diversifies Cambodia's economic base but also propels it towards the goal of attaining high middle-income status by 2030 and ultimately achieving high-income status by 2050.

The Royal Government of Cambodia has embarked on a visionary journey, charting a Master Plan to Develop Preah Sihanouk Province into a Model Multi-purpose Special Economic Zone (SEZ) and Develop Cambodia’s Coastal Provinces into Multi-purpose and Comprehensive Economic Corridors. This master plan serves as the guiding beacon in elevating Sihanoukville Province into an exemplary multi-purpose SEZ and a pivotal economic hub, poised to bolster regional production chains while fostering sustainable economic growth, social advancement, and environment stewardship.

As part of its strategic vision to drive industrial upgrade and regional economic transformation, the Ministry of Economy and Finance (MEF) is seeking the provision of professional investment promotion services to support the successful organization of a multi-city investment attraction tour. The tour aims to promote investment opportunities under “the project to prepare a Master Plan to Develop Preah Sihanouk Province into a Model Multi-purpose Special Economic Zone and to Transform Cambodia’s Coastal Provinces into a Multi-purpose and Comprehensive Economic Corridor (SCSP).”

Objectives:

To facilitate and organize a high-quality, multi-city investment attraction tour in selected countries, including but not limited to China, Japan, India, UAE, etc. The tour aims to attract anchor and sectoral investors to Cambodia’s special projects. Under the direct supervision of SCSP, the selected consulting firm will be responsible for ensuring that all investor outreach, coordination, and logistical arrangements for the mission are professionally managed and delivered according to plan.

The principal objectives are to:

  • Design and execute tailored investor outreach plan for both anchor investors (through targeted meetings) and sectoral investors (via investment seminars and roadshows).
  • Ensure seamless logistical arrangements including travel, accommodations, venues, interpretation, and on-site support for the delegation.
  • Organize and deliver high-quality events that are well-prepared, culturally appropriate, and aligned with government standards and objectives.
  • Prepare multiple-language promotional materials (e.g. slide decks, brochures, banners) to support investor engagement and branding.
  • Coordinate stakeholder engagement with relevant companies, associations, and zone operators.
  • Manage the tour timeline to ensure all preparations are completed on schedule and all events are delivered efficiently.
  • Document the outcomes of the tour and support follow-up with interested investors through contact lists, meeting notes, and summary reporting.

Scope of work:

The service provider will work closely under the overall supervision of SCSP and will be responsible for delivering an open service engagement over a 12-month period. This service will include support for organizing and facilitating an investment tour across multiple countries, in line with SCSP’s strategic outreach and promotional objectives.

Bidder Eligibility

  • Qualifications/ Competencies:
  • The selected firm must demonstrate a proven track record for organizing and managing high-profile international investment promotion events. Specific qualifications required include:
  • At least 5 years of experience in planning, organizing, and executing multi-day, multi-location investment or trade promotion events across multiple countries.
  • Demonstrated ability to manage end-to-end logistics, including travel, accommodation, venue selection, simultaneous interpretation, and in-city transport across multiple cities.
  • Proven experience in targeted investor outreach and business matching.
  • Expertise in graphic design, branding, and production of professional promotional materials, including multiple-language slide decks, banners, investor brochures, event signage, and invitations.
  • Proven ability to deliver hybrid and in-person events, including investment roadshows, seminars, roundtables, and targeted business meetings—with clear examples of coordination with international stakeholders, government-affiliated investment platforms, or industrial associations.
  • Capability to operate in a multiple-language environment, with dedicated staff fluent in both languages for facilitation, outreach, interpretation, and material preparation.
  • Familiarity with international business protocol and cultural norms in high-level meetings and investment pitching.
  • Capacity to deploy a dedicated event team, including:
  • Event Manager with at least 5 years of relevant experience
  • Investor Relations or Communications Expert
  • Graphic Designer / Creative Lead
  • Media and Logistics Coordinator
  • Additional support staff as needed for on-ground execution
  • Strong administrative, organizational, and time-management skills, including document control, schedule monitoring, and responsive coordination with a central organizing team.

Submission Requirements

Supporting Documentation:

Interested firms must provide the following documentation as part of their proposal:

  • A concise company profile highlighting institutional capacity and core services.
  • At least three examples of previously managed investment promotion events. Each example should include: event type, client, location, audience profile, scale, services provided, and concept design elements.
  • Samples of recent graphic design work including: event themes, backdrops, info packs, and branded materials used in similar events.
  • Team structure and CVs of key personnel with a clear explanation of roles and responsibilities.

Invoicing:

Payment will be made in arrears on acceptance of deliverables and receipt of the corresponding invoice and supporting documentation as required. An indicative payment schedule will be agreed and form part of the contract.

Copyright:

All materials including photographs will be copyrighted to Ministry of Economy and Finance and any violation of copyright law will be pursued appropriately.

Performance evaluation:

The service provider’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products or services delivered.

Data ownership and rights:

All data resulting from the design and execution of events are subject to the project policies and regulations. The contractor will be required to comply with the data security plan that will govern how data should be stored, transmitted, and destroyed after the end of the study period.
