To provides essential operational, administrative, and financial support to the ChorogUsan Child Development Center. This role ensures the smooth daily operation of center activities, manages inventory and procurement processes, supports budget and contribution fee tracking, and maintains accurate child documentation, facilitating effective communication among staff, parents, and the project team.
Report to: The Center-based Project Officer
Contract type: Project Based, Fixed Duration Contract (FDC) – 1 year terms with possibility of renewal, if needed.
Probation period: 3 months
Working hours: 8:30 am – 12:30 pm and 1:30 pm – 5:30pm, Monday to Friday.
- Daily Center Operations & Administration
- Inventory Request: Collect requests from teachers and cleaners for center supplies, equipment, and learning materials, ensuring timely and proper support.
- Inventory Control: Manage center supplies, equipment, and learning materials, ensuring everything is well-stocked and properly maintained.
- Fixed Asset and Equipment Management: Support the oversight and recording of the center's equipment and fixed assets, ensuring they are functional, labeled, and safeguarded against loss, and assist with the semi-annual physical count and annual external audit.
- Expense & Procurement Execution
- Cash Advance: Support the project team in reviewing cash advances, petty cash, and direct payments to enable effective activity implementation and ensure compliance with CUFC policies and donor requirements.
- Procurement: Support project staff in facilitating price quotations and liaising with suppliers to ensure smooth procurement processes and full compliance with CUFC policy.
- Budget tracking: Check budget availability for expenditure code for activity implementing at center and community.
- Tracking School Contribution Fees: Assist the center-based project officer in tracking school contribution fees and ensuring the recurring and all payment dates are accurate and on time.
- Project Support
- Facilitation: Assist the center-based project officer in facilitating children's activities, ensuring their safety throughout their time at the center.
- Child Case Management: Support the center-based project officer in preparing child case management records in the OSCAR system (including registering new cases and updating care plans).
- Tracking Student Records: Follow up with teachers to update student records, and support them in communicating with parents or caregivers regarding student absences
- Monitoring, Evaluation & Stakeholder Engagement
- Communication: Assist the project team in communicating with teachers and parents regarding student and classroom management.

- Bachelor's Degree in Business Administration, Social Work, Education, Development Studies, or a related field (or equivalent practical experience). is required
- Experience working in project administration, center operations, office management, or community development (preferably within an NGO or educational setting) for 1 to 2 years
- Languages (Khmer – native, English – intermediate level required)
- Basic knowledge of child rights principles and the UN Convention on the Rights of the Child (UNCRC)
- Understanding of child protection and safeguarding concepts, including reporting procedures for child protection concerns
- Familiarity with early childhood care and development (ECCD) principles is an advantage
- Basic knowledge of administrative and office management procedures
- Basic understanding of financial record-keeping, cash handling, and expense documentation processes
- Awareness of community development approaches and working with urban poor communities
- Expense & Procurement Tasks: Practical experience processing cash advances, handling petty cash, collecting price quotations, and tracking basic project budgets.
- Database & File Management: Hands-on experience collecting, updating, and maintaining records or databases (such as student attendance, case management systems like OSCAR, or inventory logs).
- Logistics & Inventory Control: Experience managing supplies, receiving requests, keeping stock inventory, and coordinating material distribution for classroom or event support.
- Proficient in Microsoft Office (especially Excel for budget tracking and inventory control); familiarity with case management databases (e.g., OSCAR system) is a strong advantage.
