Program Assistant

Position Summary

Classification: Monthly Lump Sum

Type of Appointment: Six-month contract

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission (CoM) in Cambodia and direct supervision of the Program Officer, the Program Assistant will be responsible for providing individualized case management to vulnerable migrants and victims of trafficking, assisting in the implementation of all migrant protection activities, and supporting budget monitoring. The following are the duties of the candidate for this position.

Expectations - Duties, Responsibilities
  • Conduct intake interviews, needs assessments, risk evaluation, and follow-up for Cambodian and foreign vulnerable migrants and victims of trafficking; apply IOM’s vulnerability model to assist migrants exposed to violence, exploitation, or abuse 
  • Provide individualized case management and Coordinate the provision of humanitarian assistance to vulnerable migrants with implementing partners, service providers, and local authorities including access to safe shelter, healthcare, psychosocial support, and reintegration services 
  • Maintain regular communication with migrants to ensure understanding of procedures and readiness for each stage; Engage in trust-building and adapted communication strategies to foster safe environments for disclosure and support 
  • Collect and record accurate data using IOM’s standard tools and case management system, ensuring compliance with data protection standards and informed consent.
  • Assist in data analysis and statistics to monitor trends in migrant protection and project results
  • Support engagement with civil society actors through regular contact, organizing consultations and meetings, and information exchange
  • Assist in drafting official communication to government counterparts related to support assistance to vulnerable migrants
  • Support mapping of available services, document and report gaps in service delivery
  • Contribute to trainings, workshops and consultations on migrant protection including assisting vulnerable migrants, trauma-informed care, trafficiking in persons and others thematic areas
  • Provide administrative and logistical support for all activities; assist in activity and budget planning and monitoring including financial tracking
  • Perform duty travel as required
  • Undertake other duties as assigned
Requirements - Skills, Qualifications, Experience
  • Education
  • University degree in Law, Political Science, Social Sciences, international relations or related field with two years of experience in sustainable development, migration, human rights, human trafficking, or other relevant fields
  • High school diploma with four years of experience in sustainable development, migration, human rights, human trafficking, or other relevant fields
  • Experience
  • Experience working in sustainable development, human rights,
  • Experience working with international non governmental organizations or civil society actors
  • Capacity to work independently and with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Excellent written and oral communication skills;
  • Native in Khmer and fluency in English;
  • Prior experience with IOM or a relevant UN agency will be considered an advantage.
  • Skills
  • Good computer skills are required; capacity to use Microsoft Excel and Power Point for data analysis and presentations
  • Good writing and communication skills
  • Ability to work under pressure, efficiently, with high degree of quality
  • Languages
  • IOM’s official language is English.
  • Required
  • For this position, fluency in Khmer is required (oral and written).
