Cambodia is at the new turning point of economic architecture modification from the dependence on agriculture sector and labor-intensive industries to the high value-added and high technical skill industries. The change of global and regional economic structure, as well as the 4th Industrial Revolution, have become opportunities for Cambodia to develop key economic poles and chances to achieve its vision to become a high middle-income country in 2030 and high-income country in 2050.

The Royal Government of Cambodia has been developing a Master Plan to Develop Sihanoukville Province into a Model Multi-purpose Special Economic Zones. This master plan is the compass in developing Sihanoukville Province into a model multi-purpose SEZ and key economic pole to serve the regional production chain in order to promote economic growth, social development and environmental protection in a sustainable and continuity way.

The Ministry of Economy and Finance (MEF) is looking for a potential candidate to work in the position of Capacity Building Officer for the Project Management Unit to prepare a Master Plan to develop and transform Sihanoukville Province into a Model Multi-purpose Special Economic Zones.

Job Station : Master Plan Secretariat Office

Term : Rolling 12 months contract with a probation period of 3 months.

The contract will be extendable based on satisfactory performance in the preceding contract assessment

Duties
  • Develop a detailed capacity building program outlining key skills areas and ensure that plan is tailored to the specific requirements of provincial administration and department;
  • Outline training curriculum based on the training needs identified,
  • Organize and facilitate workshops, training sessions, and other learning opportunities;
  • Coordinate with internal and external stakeholders to ensure resources and expertise are available for capacity building activities;
  • Seek potential training program oversea for core team on related topics;
  • Monitor training satisfaction (via pre-test and post-test) and satisfaction of capacity building initiatives and make necessary adjustments to optimize outcomes; and
  • Undertake other relevant tasks related to upgrading stakeholders’ capacity, but not limited to other tasks assigned by the management or Secretariat Director.
Requirements
  • A Bachelor’s Degree in Business Administration, Public Administration, Economics, or a related field.
  • Two Years’ experience in in designing and implementing capacity-building or relevant programs;
  • Strong understanding of mentoring and coaching stakeholders;
  • Proficiency in Khmer and English; Chinese is a plus;
  • Strong communication, facilitation, and mentoring skills with the ability to work effectively in a team environment.
