National Financial Management Specialist (1 Position)
The National Financial Management Specialist is to (i) support and set up accounting and reporting system in accordance with Annual Working Plan and Budget (AWPB), Project Operations Manual (POM), RGC’s Standard Operations Procedures (SOP/FMM); (ii) support the head of finance unit at MAFF-PIU and working with other consultants to follow the Term of Reference (TOR) and action plan to records in a timely, efficient and transparent manner in line with the Project Operational Manual (POM), Annual Work Plan and Budget (AWPB) and Progress Report as the deadline for submission to Government and Bank in supporting financial management supports to the project finance team of MAFF-PIU to ensure the successful timely implementation and completion of the finance related activities, (iii) provide training/coaching on finance related work to the national and sub-national team; (iv) the consultant is expected to work in close cooperation with the MAFF-PIU finance team, national consultants, sub-national team and other relevant officials/consultants from EA (MOWRAM). The National Financial Management Specialist will be based in Project Implementation Unit (MAFF-PIU), Ministry of Agriculture, Forestry and Fisheries (MAFF). It is expected that the selected consultant will at all times observe the highest standard of professional ethics and integrity, and promote a results-oriented approach in the area of his/her responsibility and accountability.
- Master Degree in Natural Resource Management or other related field.;
- Minimum Bachelor’s degree in accounting or other relevant fields;
- A minimum of 10 years’ experience of working in accounting or financial management systems of project or non-profit organization;
- Familiar with accounting software operation; Sage 50 (Peachtree) is an advantage;
- Experience with World Bank funded project/programs and/or donor funded programs and public finance management is a strong advantage;
- Demonstrated professional experience with donor financed projects in the areas of project/ program finance management. Experience working with Government’s Public Services/ Projects/Programs is an advantage;
- Knowledge and understanding of cash basis of accounting for project operations and demonstrate ability to apply those standards to financial operations and activities,
- Fluency in Khmer and English (listening, speaking and writing);
- Excellent computer skills, (Sage 50 accounting software, MS: Word, Excel/or Access, Power Point);
- Strong commitment in knowledge transfer and on jobs training to the project staff;
- Written and spoken proficiency in English.
National Procurement Specialist (1 Position)
The National Procurement Specialist is to assist procurement unit at MAFF-PIU and working with other consultants to follow the Term of Reference and action plan to records in a timely, efficient and transparent manner in line with the RGC’s Standard Operations Procedures (SOP)/FMM/PM, Project Operational Manual (POM), Annual Work Plan and Budget (AWPB), Procurement Plan (PP) and Progress Report as the deadline for submission to Government and Bank.
- Bachelor’s degree Business Administration & Management/Civil Engineering, Law or relevant field.
- At least 7 years’ experience in carrying out public procurement of goods, works and consultant services.
- Have demonstrated professional experience with donor-financed projects in the areas of procurement management. Experience working with Government’s Public Services/Projects / Programs is an advantage.
- Experience with procurement under DPs financed projects is given a preference.
- At least 5-year working experience of World Bank, Development Partner’ Procurement Procedures, Policy and Regulations for Consultants’ Services, Goods and Civil Works and RGC’s Standard Operating Procedures, Procurement Manual for externally financed projects.
- Ability and demonstrated experience in providing procurement training is an advantage.
- Fluency in written and spoken English and Khmer.
- Comprehensive computer skills with minimum in use of Microsoft Office and access.
National Agricultural (CSA) Specialist (1 Position)
The National Agricultural (CSA) Specialist is to bring specialized knowledge and skills to ensure the successful implementation of Component 3 and 4.2 This involves providing technical assistance, supporting day-to-day operations, and collaborating with other project units and stakeholders to integrate CSA practices in irrigated agriculture.
- Advanced degree (MSc or higher) in Agricultural Sciences, Agronomy, or a related field.
- A minimum of 7 years relevant working experience in CSA
- Extensive experience in supporting and implementing technical project activities, preferably in agriculture and water resources management.
- Effective communication and coordination skills.
- In-depth understanding of climate-smart agriculture practices and their integration into irrigated agriculture.
- Willingness to engage with stakeholders for effective project implementation.
- Fluency in Khmer and English (listening, speaking and writing).
- Excellent in computer literacy
- Strong commitment in knowledge transfer and on jobs training to the project staff and farmers.
