The Ministry of Industry, Science, Technology & Innovation (MISTI) has received financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the preparation of Cambodia Urban Sustainable Water Supply Development Project (USWSDP), and it intends to apply part of the proceeds for the consulting services for which this REOI is issued.

The duration of the contract is 6 Months (with possible extension).

Objective of the TOR

The objective of this assignment is to provide the PMU and other Project implementing agencies the environmental and social (ES) experience and expertise needed to implement the Project in compliance with AIIB’s Environmental and Social Framework (ESF), including Environmental and Social Policy (ESP) and Environmental and Social Standards (ESS’s) and national requirements. Specifically, this role will deliver hands-on support in the review, acceptance, implementation and monitoring of, and reporting on, the Project’s environmental and social risk management instruments and capacity building of the implementing agencies through needs assessment and design and delivery of capacity building programs.

It is expected that the selected Consultant will at all times observe the highest standard of professional ethics and integrity, and promote a results-oriented approach in the area of his/her responsibility and accountability.

The consultant will be selected in accordance with the AIIB’s Procurement Policy (June 26, 2024, as amended from time to time) and Directive on Procurement Instructions for Recipients (July 26, 2024, as amended from time to time) and Royal Government of Cambodia’s Standard Operating Procedures.
