Strengthening rehabilitation and addressing the needs of persons with disabilities is essential for Cambodia's progress toward Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs), ensuring that no one is left behind. The Ministry of Health (MoH), through the Technical Working Group on the Health of Persons with Disabilities (TWG-HPD), has made significant progress in developing the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector, which is now reaching its final draft stage. As the policy moves towards endorsement, the focus of support must progressively shift from policy development to implementation.

A key priority for implementation will be the progressive integration of rehabilitation services within primary health care (PHC), ensuring that rehabilitation becomes an integral component of people-centred care rather than a stand-alone service. This will require adapting service delivery models, strengthening the rehabilitation competencies of the health workforce, and leveraging existing PHC platforms to improve early identification, referral and continuity of care. In parallel, greater attention will be needed to strengthening community-based approaches and utilizing community health platforms to improve access to rehabilitation services and respond more effectively to the needs of persons with disabilities, particularly in underserved and rural areas.

Position Summary

Purpose of consultancy

The consultant will provide technical and coordination support to the Ministry of Health and WHO to facilitate the finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector.

The consultancy will focus on supporting the integration of rehabilitation and disability inclusion within primary health care and broader health system reforms, strengthening equitable access to health services for persons with disabilities, and enhancing the availability and use of data and evidence to inform policy implementation and monitoring.

The consultant will work across health sector stakeholders to promote effective coordination, support the incorporation of rehabilitation and disability considerations into health financing, service delivery and social protection reforms, and strengthen health information systems to better monitor access to services and rehabilitation outcomes for persons with disabilities.

This will include supporting the development of disability-inclusive indicators, reporting mechanisms, interoperability arrangements and analytical products aligned with Cambodia's digital health transformation agenda and broader efforts to improve continuity of care for people with disabilities.

Duties & Responsibilities:
  • Output 1: Support finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector
  • Deliverable 1.1: Support the Ministry of Health, in coordination with relevant stakeholders, in the finalization and implementation, monitoring and periodic review of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector.
  • Deliverable 1.2: Provide technical inputs to the development, revision and implementation of policies, guidelines, operational plans and financing approaches related to disability health equity, rehabilitation and assistive technology.
  • Deliverable 1.3: Support the coordination and functioning of relevant technical working groups, stakeholder consultations and intersectoral coordination mechanisms related to disability health equity, rehabilitation and assistive technology.
  • Output 2: Strengthen the integration of rehabilitation and disability inclusion within primary health care and health systems reforms
  • Deliverable 2.1: Provide technical support to ensure rehabilitation services and the needs of people with disabilities are appropriately incorporated into broader health system strengthening initiatives, including health financing, human resources for health, service delivery reforms and social health protection.
  • Deliverable 2.2: Support the PHC demonstration initiatives to design, implement and document approaches for integrating rehabilitation services into primary health care and improving disability-inclusive service delivery.
  • Deliverable 2.3: Support the identification and implementation of measures to strengthen equitable access to health services for people with disabilities through health financing mechanisms, benefit packages and other social protection reforms
  • Output 3: Strengthen evidence, monitoring and information systems for rehabilitation services and disability inclusion in health
  • Deliverable 3.1: Conduct a rapid mapping and assessment of rehabilitation and disability-related data flows, reporting systems and information gaps across Disability information management system, DHIS2, PMRS and other relevant information systems.
  • Deliverable 3.2: Support the integration and strengthening of rehabilitation indicators and disability identified within health DHIs, HMIS and other relevant health information platforms
  • Deliverable 3.3: Support use of rehabilitation and disability data for health planning, monitoring and decision-making, including the development of reporting products, dashboards and analytical summaries, as appropriate.
Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Bachelor's Degree in public health, social care, healthcare planning and management or equivalent
Work History:
  • Health planning and management in or related to social care and community health, particularly related to disability and rehabilitation in Cambodia. for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Desirable: Advanced qualifications relevant to rehabilitation and the health needs of people with disability
  • Experience in working collaboratively and coordinating across sectors and with a range of stakeholders;
  • Experience in development and facilitation of planning materials and working groups;
  • Experience with health information systems in Cambodia
  • Good oral and written English language skills.
  • Previous experience working collaboratively with a range of Departments within the Ministry of Health
  • Development and use of evidence for policy decision making including use of secondary qualitative and quantitative information as well as primary information collection relevant to needs and systems assessments.
