The Sustainable Assets for Agriculture Markets, Business and Trade (SAAMBAT is a project of the Government of the Kingdom of Cambodia (GC). The total project cost is approximately USD 155.39 million, to be financed by an IFAD loan of USD 53.20 million, an IFAD country grant of USD 1.20 million, a European Investment Bank (EIB) loan of EUR 51.50 million, a grant from the EU’s AIF of EUR 15 million, an additional EIB financing of EUR 13.75 million for roads under Component 1, and a Counterpart Fund (CF) from the RGC of USD 11.30 million. The Project Development Objective of SAAMBAT is to “Increase productivity of rural youth, enterprises and the rural economy” which in turn contributes to the Goal of “Reduce Poverty and Enhance Food Security.” SAAMBAT is implemented through two Components: (1) Value Chain Infrastructure; and (2) Skills, Technology and Enterprise. These components are designed to deliver two key Outcomes: (1) Poor rural people’s benefits from market participation increased; and (2) Poor rural people’s productive capacities increased.
Under Sub-Component 2.1, Skills for Rural Youth and Enterprises of SAAMBAT project, technical skills training were being provided to selected rural youth to build their skills based on findings from demand mapping and to provide support and mentoring to aspired youth who want to become business entrepreneurs. Given the rapid ICT penetration rates in the Country, one aims among other project objectives was to expand economic opportunity by equipping rural youth with basic ICT skills to leverage digital economy. Thus, the services on the development and roll-out of training modules on digital marketing literacy were made to undertake the assignment.

Requirements - Skills, Qualifications, Experience
Qualification and Experience Requirements
Master’s degree in Project Management, Business Administration & Management, Social Science, Economics or relevant field.
At least 7 years of professional experience in the areas of M&E and research
Experience working with Government’s Public Services/Projects/Programs is an advantage.
Previous experience in carrying out project evaluation in the education sector and/or TVET is an advantage.
Experience in conducting mixed method approach, qualitative storytelling, and documenting lessons learned
Good command of written English and the ability to tell a compelling story from the data.
