Objective of the Assignment
The objective of the National Civil Engineering Consultant is to provide technical support in the civil engineering planning and design of agriculture-related infrastructure, including works, net houses, collection centers, and associated facilities. The consultant will be responsible for conducting site inspections and preliminary surveys to assess site conditions, spatial requirements, and engineering constraints, and for preparing conceptual, schematic, and detailed civil engineering designs that include structural drawings, material specifications, and construction details. In fulfilling these tasks, the consultant will coordinate closely with engineers, quantity surveyors, landscape architects, equipment suppliers, and other technical specialists to ensure that the designs are integrated, functional, and cost-effective. Furthermore, the consultant will provide technical inputs during procurement, construction supervision, and design review processes, thereby ensuring that all outputs meet project standards and contribute to the successful implementation of the Cambodia Water Security Improvement Project.
The consultant is expected to work in close cooperation with the MAFF‑PMU2 technical team, national consultants, sub‑national counterparts, and relevant officials from the executing and implementing agencies. The National Civil Engineering Consultant will be based in the MAFF‑PIU, Ministry of Agriculture, Forestry and Fisheries (MAFF).
Reporting
The National Civil Engineering Consultant will report to the CWSIP Project Director, with day-to-day coordination through the Project Manager at MAFF-PIU.
- The consultant will provide civil engineering services for the planning, design, and implementation of agriculture-related infrastructure. Responsibilities include:
- Conduct site inspections and surveys to assess physical conditions, utilities, and environmental constraints.
- Verify site control points, topography, and suitability for agricultural structures.
- Identify potential risks and propose mitigation measures.
- Develop conceptual, schematic, and detailed civil engineering designs, ensuring integration of climate-resilient features.
- Prepare engineering drawings (plans, elevations, sections, structural details) and ensure compliance with national building codes, safety standards, and project requirements.
- Produce general specifications for construction materials, systems, and finishes suitable for agricultural environments.
- Prepare Bill of Quantities (BoQ) and Cost Estimate to support procurement and bidding process.
- Integrate climate-resilient features such as waterproofing, ventilation, and moisture-control strategies.
- Work closely with engineers, surveyors, and suppliers of agricultural equipment to ensure technical accuracy and feasbilities.
- Work closely with the ES safeguard team to ensure that all the designs comply with the ESF requrirements
- Produce 2D and 3D models, visualizations, and presentation materials for stakeholder review.
- Provide technical clarifications during procurement, construction, and supervision stages.
- Participate in field missions, stakeholder consultations, and design review meetings.
- Provide on-the-job training and technical guidance to MAFF-PIU engineers and staff to strengthen institutional capacity in civil engineering design and supervision.

- Bachelor's Degree in Civil Engineering from a recognized institution
- Master's Degree is preferred
- Civil engineering design and supervision of multidisciplinary construction projects, preferably including agriculture-related or specialized technical facilities for 7 years as a minimum
- Proven record of delivering at least two civil engineering service contracts within the last five years, or projects of comparable scale and complexity.
- Strong proficiency in engineering design tools (AutoCAD, SketchUp, 3ds Max, VRay, Adobe Photoshop).
- Good understanding of building codes, climate-resilient design, and material suitability for rural/agricultural environments.
- Demonstrated ability to work effectively with engineers, surveyors, and other technical specialists in integrated project teams.
- Strong communication skills in both Khmer and English.
- High level of professionalism, accuracy, and attention to detail, with the ability to deliver quality outputs under tight timelines.
- Experience in applying risk identification and mitigation measures in civil engineering projects will be considerred an advantage.
