Announcement Description

The Royal Government of Cambodia has overall investment requirement of US$150 million, including a US$ 145 million IDA credit and a Government Counterpart Financing of US$5 million. The proposed project is designed (1) to build the foundation for improved water security in Cambodia and increase agricultural productivity in selected river basins and (2) to provide an immediate and effective response in case of an eligible crisis or emergency. The proposed CaWSIP consists of three interconnected technical components, a Project Management Component, and a Contingent Emergency Response Component (CERC). Totally, the project comprises of five components :(1) Improve Water Resources Planning and Institutions; (2) Improve and sustain water service delivery for irrigation and domestic use; (3) Support services to increase climate resilience in irrigated agriculture;(4) Project management, coordination, and monitoring and evaluation; and (5) Contingent Emergency Response Component (CERC). The project is now seeking National Consultants to support the Project Implementation Unit (PIU) as the following positions:

National Agronomist

Position Summary

Schedule: Intermittent

The National Agronomist is to (i) provide technical support and advisory services for the implementation of agronomy-related activities under Components 3 and 4.2, with a focus on climate-smart and low-emission agriculture (CSA/LEA); (ii) support the planning, coordination, and supervision of agronomic interventions, including the selection and promotion of climate-resilient and high-value crops, soil and water management practices, and on-farm agronomic infrastructure; (iii) work closely with MAFF-PIU, provincial departments, commune agricultural officials, agricultural cooperatives, producer groups, farmers, research institutions, and other stakeholders to facilitate adoption of sustainable agronomic technologies; (iv) provide technical inputs to feasibility studies, engineering designs, procurement documents, and construction supervision related to agronomy; (v) support agronomic demonstrations, adaptive research, monitoring of climate impacts on crop productivity, and preparation of technical reports; and (vi) contribute to capacity building and knowledge transfer for project staff and stakeholders. The National Agronomist will be based in the MAFF-PIU and is expected at all times to observe the Highest standards of professional ethics, integrity, and a results-oriented approach.

Expected Profile of Candidates
Qualifications:
  • Master's Degree in or a Ph.D. in Agronomy, Agricultural Science, Irrigated Agriculture, Soil Science, or a related field
Work History:
  • Relevant working experience in the field of agronomy for 8 years as a minimum
  • Relevant working experience in the field of agronomy for Ph.D. holders for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Knowledge and experience in climate-adaptive crop production technologies is preferable
  • Practical experience in supporting and implementing project agronomic activities, preferably in crop water requirements and water resources management
  • Understanding of climate-resilient agronomy practices and their integration into Climate-Smart and Low-Emission Agriculture (CSA/LEA) in irrigated agriculture
  • Familiarity with preparing and submitting technical reports related to agronomy to relevant stakeholders.
Soft Skills
  • Effective communication and coordination skills, particularly in the context of agronomy
  • Willingness to collaborate with Procurement and Finance teams on technical aspects related to agronomy
 
 

National Environmental and Social Specialist

Position Summary

Schedule: Intermittent

The National Environmental and Social Specialist is to (i) ensure that all project activities are implemented in compliance with the World Bank Environmental and Social Framework (ESF), national environmental and social regulations, and other relevant safeguard requirements; (ii) assess, screen, monitor, and manage environmental and social risks and impacts associated with project activities, including land acquisition, livelihood impacts, indigenous peoples, gender, and vulnerable groups; (iii) support the preparation, implementation, and monitoring of environmental and social instruments such as ESIAs, site-specific ESMPs, resettlement plans, stakeholder engagement plans, and grievance redress mechanisms; (iv) provide technical guidance, training, and on-the-job coaching to MAFF-PIU staff, E&S focal points, contractors, and stakeholders on ESF compliance; (v) conduct regular field visits to monitor safeguard implementation and recommend corrective actions where necessary; and (vi) prepare environmental and social monitoring, compliance, and progress reports in coordination with relevant agencies.

The consultant will work closely with MAFF-PIU and relevant stakeholders and is expected to uphold the highest standards of professional ethics, integrity, and accountability.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Environment, Natural Resource Management, Social Sciences, Development Studies, Community Development, or other related fields as a minimum
  • Master's Degree is preferred
Skills & Knowledge:
General & Technical Skills
  • Minimum 3–5 years of professional experience in Environmental and Social Impact Assessment and social sustainability issues in development projects, including managing involuntary resettlement and livelihood restoration, indigenous peoples/ethnic groups, gender sensitivity, inclusion of vulnerable groups, stakeholder consultation, citizen engagement, and grievance redress mechanisms
  • Understanding of Cambodian Environmental and Social Impact Assessment regulations
  • Strong knowledge of the World Bank Environmental and Social Framework (ESF)
  • Experience in applying safeguard policies of International Financial Institutions and Multilateral Development Banks
Soft Skills
  • Ability to conduct fieldwork and work in remote areas
 
 

National Community Development and Gender Specialist

Position Summary

Schedule: 528 Working Days over 3 years (Intermittent)

The National Community Development and Gender Specialist is to (i) support the implementation of community development and gender inclusion activities under Components 3 and 4.2, in line with the project’s Gender Action Plan and social inclusion objectives; (ii) assist MAFF-PIU and gender focal points in integrating gender considerations into project planning, Annual Work Plans and Budgets (AWPB), implementation, monitoring, and reporting; (iii) facilitate consultations and engagement with communities, particularly women farmers and vulnerable groups, to enhance participation, leadership, and decision-making in agricultural cooperatives, FWUCs, and river basin institutions; (iv) monitor and report on gender-related indicators and outcomes in close coordination with the M&E team; (v) provide technical guidance, mentorship, and capacity building to project staff and stakeholders on gender mainstreaming and community development; and (vi) support institutional coordination with MoWRAM, MAFF units, and relevant partners to promote sustainable and inclusive project outcomes. The Community Development and Gender Specialist will be based in the MAFF-PIU and is expected to observe the highest standards of professional ethics, integrity, and a results-focused approach.

Qualifications:
  • Master's Degree in or postgraduate university degree in Social Sciences, Natural Sciences, or other relevant disciplines, preferably with a specialization in gender and project cycle management or related fields
Work History:
  • Practical experience in community development, gender equality, and gender mainstreaming for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Extensive experience in supporting and implementing project activities, preferably in agricultural cooperatives, community development, gender in agriculture, and water resources management
  • Possession of training in gender analysis and planning, with demonstrated expertise in gender mainstreaming in previous projects and programs
  • In-depth understanding of climate-smart agriculture practices and their integration into irrigated agriculture
  • Thorough understanding of the gender context in Cambodia and World Bank gender policies
  • Experience working with government institutions and international organizations in the fields of gender and development
  • Familiarity with gender analysis tools and methodologies relevant to the specific area of intervention
  • Fluency in Khmer and English (listening, speaking, and writing), strong computer literacy, and a demonstrated commitment to knowledge transfer and on-the-job training
Soft Skills
  • Willingness to engage with stakeholders for effective project implementation
  • Strong communication and coordination skills, with the ability to liaise with various stakeholders, including government officials
