The National Agronomist is to (i) provide technical support and advisory services for the implementation of agronomy-related activities under Components 3 and 4.2, with a focus on climate-smart and low-emission agriculture (CSA/LEA); (ii) support the planning, coordination, and supervision of agronomic interventions, including the selection and promotion of climate-resilient and high-value crops, soil and water management practices, and on-farm agronomic infrastructure; (iii) work closely with MAFF-PIU, provincial departments, commune agricultural officials, agricultural cooperatives, producer groups, farmers, research institutions, and other stakeholders to facilitate adoption of sustainable agronomic technologies; (iv) provide technical inputs to feasibility studies, engineering designs, procurement documents, and construction supervision related to agronomy; (v) support agronomic demonstrations, adaptive research, monitoring of climate impacts on crop productivity, and preparation of technical reports; and (vi) contribute to capacity building and knowledge transfer for project staff and stakeholders. The National Agronomist will be based in the MAFF-PIU and is expected at all times to observe the Highest standards of professional ethics, integrity, and a results-oriented approach.
- Master's Degree in or a Ph.D. in Agronomy, Agricultural Science, Irrigated Agriculture, Soil Science, or a related field

- Relevant working experience in the field of agronomy for Ph.D. holders for 5 years as a minimum
- Knowledge and experience in climate-adaptive crop production technologies is preferable
- Practical experience in supporting and implementing project agronomic activities, preferably in crop water requirements and water resources management
- Understanding of climate-resilient agronomy practices and their integration into Climate-Smart and Low-Emission Agriculture (CSA/LEA) in irrigated agriculture
- Familiarity with preparing and submitting technical reports related to agronomy to relevant stakeholders.
- Effective communication and coordination skills, particularly in the context of agronomy

National Environmental and Social Specialist

The National Environmental and Social Specialist is to (i) ensure that all project activities are implemented in compliance with the World Bank Environmental and Social Framework (ESF), national environmental and social regulations, and other relevant safeguard requirements; (ii) assess, screen, monitor, and manage environmental and social risks and impacts associated with project activities, including land acquisition, livelihood impacts, indigenous peoples, gender, and vulnerable groups; (iii) support the preparation, implementation, and monitoring of environmental and social instruments such as ESIAs, site-specific ESMPs, resettlement plans, stakeholder engagement plans, and grievance redress mechanisms; (iv) provide technical guidance, training, and on-the-job coaching to MAFF-PIU staff, E&S focal points, contractors, and stakeholders on ESF compliance; (v) conduct regular field visits to monitor safeguard implementation and recommend corrective actions where necessary; and (vi) prepare environmental and social monitoring, compliance, and progress reports in coordination with relevant agencies.
The consultant will work closely with MAFF-PIU and relevant stakeholders and is expected to uphold the highest standards of professional ethics, integrity, and accountability.
- Bachelor's Degree in Environment, Natural Resource Management, Social Sciences, Development Studies, Community Development, or other related fields as a minimum

- Minimum 3–5 years of professional experience in Environmental and Social Impact Assessment and social sustainability issues in development projects, including managing involuntary resettlement and livelihood restoration, indigenous peoples/ethnic groups, gender sensitivity, inclusion of vulnerable groups, stakeholder consultation, citizen engagement, and grievance redress mechanisms
- Understanding of Cambodian Environmental and Social Impact Assessment regulations

National Community Development and Gender Specialist

The National Community Development and Gender Specialist is to (i) support the implementation of community development and gender inclusion activities under Components 3 and 4.2, in line with the project’s Gender Action Plan and social inclusion objectives; (ii) assist MAFF-PIU and gender focal points in integrating gender considerations into project planning, Annual Work Plans and Budgets (AWPB), implementation, monitoring, and reporting; (iii) facilitate consultations and engagement with communities, particularly women farmers and vulnerable groups, to enhance participation, leadership, and decision-making in agricultural cooperatives, FWUCs, and river basin institutions; (iv) monitor and report on gender-related indicators and outcomes in close coordination with the M&E team; (v) provide technical guidance, mentorship, and capacity building to project staff and stakeholders on gender mainstreaming and community development; and (vi) support institutional coordination with MoWRAM, MAFF units, and relevant partners to promote sustainable and inclusive project outcomes. The Community Development and Gender Specialist will be based in the MAFF-PIU and is expected to observe the highest standards of professional ethics, integrity, and a results-focused approach.

- Thorough understanding of the gender context in Cambodia and World Bank gender policies
- Experience working with government institutions and international organizations in the fields of gender and development
- Familiarity with gender analysis tools and methodologies relevant to the specific area of intervention
- Fluency in Khmer and English (listening, speaking, and writing), strong computer literacy, and a demonstrated commitment to knowledge transfer and on-the-job training
