Phnom Penh Capital Administration (PPCA) and the Association Internationale des Maires Francophones (AIMF – the International Association of Francophone Mayors and Sub-National Authorities) have been working on the development of a Fecal Sludge Management (FSM) value chain in the capital city since May 2018 under the Urban Health and Sanitation Initiative, co-funded by the AIMF and the Bill and Melinda Gates Foundation.

The first phase (2018-2020) consisted in a series of socio-economic and technical studies on fecal sludge management (behaviors, transportation and dumping sites, economic models, potential treatment technologies, etc.) in Phnom Penh in order to better comprehend the current state of Fecal Sludge management in Phnom Penh, which allowed the elaboration and adoption of the 2035 FSM strategy by Phnom Penh Capital Administration.

The second phase (2020-2025) is co-funded by the Agence de l’Eau Seine Normandie (French National Water Agency of the Seine Normandy region), the Service Public de l’Assainissement francilien (Public agency for waste water management of the Paris metropolitan region), the AIMF and PPCA, and will consist in a four-year project which includes the construction of a first pilot Fecal Sludge Treatment Plant (FSTP) for the city. Phnom Penh Capital Administration is the contracting authority and final owner of the FSTP. It will lead the implementation of this second phase of project, with support from international Fecal Sludge expertise, a local consultancy firm as well as the active participation of relevant public and private stakeholders.

Duration & volume of the contract

  • Contract duration: 12 months, from July 1st, 2021, to June 30th, 2022, renewable up to three years.
  • Full time (40 hours weekly).

Salary

Salary offer starts at 1,000 USD monthly, negotiable based on experience and skills.

Responsibilities of the project coordinator

Under the supervision of the Chief of Administration, and in close collaboration with the vice governors in charge of international affairs and waste management, the project coordinator is responsible of:

  • The coordination of all project stakeholders in order to implement activities and achieve expected results. Stakeholders include relevant PPCA divisions and departments, externally hired expertise and services, as well as private sector actors relevant to fecal sludge management. Expertise is hired both long term (full project duration) and short term, in which case the coordinator will be in charge of organizing the recruitment process and supporting consultants in their tasks.
  • Project management and reporting:
  • internally to PPCA: administrative and financial monthly reporting (submission and approval of monthly progress reports and associated justification documents), supervision of project team (task implementation, individual reports of work, salary payment, etc.), supervision of budget advance consumption and management. These documents are produced in Khmer and English with the support from the project assistant, submitted monthly to PPCA and communicated upon request to the AIMF.
  • to the AIMF: quarterly reporting, which includes a detailed account of tasks carried out by each team member and a state of budget advance consumption.
Requirements
  • Profile
  • Graduate degree in a field linked to sanitation, urban development, civil engineering, international development or project management.
  • Solid experience in project management is required, including budget management and project reporting.
  • The candidate is ideally a Khmer national with demonstrated fluency in English and French (B2 level).
  • Strong understanding of urban sanitation dynamics is a plus.
  • A minimum of 5 years of professional experience.
