External Collaborator
Objective: The International Labour Organization (ILO) is looking for a qualified individual to undertake work as an External Collaborator to conduct an assessment of policy gaps, and public and private financing of Cambodia’s child-, elderly- and disability-care systems.
- Proven experience in care-policy ecosystem and analysis among social protection, employment and skills development in Cambodia;
- In-depth knowledge of the socio-economic context of Cambodia;
- Expertise in the field of decent work in the platform economy.
- A master’s degree or higher in public policy, economics, social protection, gender studies, development studies, or a related field.
- At least 5 years of professional experience in conducting policy analysis, particularly in the areas of gender, social protection, employment, skills development, and fiscal policy.
- Demonstrated experience in assessing and designing childcare systems, care economy policies, or related social services in developing country contexts.
- Strong knowledge of financing models for social services, including costing methodologies and investment planning.
- Familiarity with care-related policy frameworks, including maternity protection, early childhood care, and support for caregivers.
- Proven ability to conduct gap analyses, stakeholder consultations, and policy reviews.
- Experience in developing evidence-based recommendations and investment frameworks.
- Understanding of Cambodia’s social protection system, labour market, and care economy landscape is highly desirable.
- Experience working with Cambodian government institutions, particularly the Ministry of Labour and Vocational Training (MLVT), is an asset.
- Ability to produce high-quality reports, policy briefs, and presentations for diverse audiences.
