Cambodia has made significant progress in its economic development and poverty reduction. Between 1998 and 2018, the country’s average economic growth rate was 8% which enabled Cambodia to obtain its status as a lower-middle income country in 2015. This status and the continuous economic growth generate more space for the country to provide an improved social protection to its citizens.

The Government has placed Social Protection at the core of its priorities. The development and approval of the National Social Protection Policy Framework (2016-2025) was a milestone and illustrates the importance placed on social protection to the country’s equitable and inclusive economic growth. The National Social Protection Policy Framework (NSPPF) (2016-2025) adopted in 2017, aligns two main pillars of the social protection: social assistance and social security. This framework is the road map for the development of the country’s social protection system with the objectives to harmonize and strengthen existing schemes for the effectiveness, transparency and consistency of the whole social protection system.

ILO is one of the partners supporting the Government of Cambodia in policy and building capacity of the Social Protection institutions including the National Social Protection Council (NSPC), the Ministry of Social Affairs Veterans and Youths (MoSVY) and the National Social Security Fund (NSSF). To continue the support to these institutions and ensuring that there is consistency in the messaging of the communications, the ILO Social Protection Programme in Cambodia is seeking to engage the support of a communication specialist to support the public communication and publicity of the social protection programme in Cambodia.
