Consultant on AMR (Support Anitmicrobial Resistance)
Terms of reference:
WHO provides support the Ministry of Health, Kingdom of Cambodia on implementation of the Multi-Sectoral Action Plan on Antimicrobial Resistance 2019-2023 (MSAP) and of the Multi-Partner Trust Fund on Antimicrobial Resistance (MPTF-AMR) that was commissioned from January 2021.
Place of assignment:
Phnom Penh, Cambodia: stationed in the office of WHO, and in MOH when required
Medical clearance:
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel:
The Consultant is expected to travel according to a MOH plan which will be agreed during the consultancy period.
Planned timelines:
Work is expected to last from 22 February to 25 December 2021
- Provide technical support for the implementation of the Multi-Sectoral Action Plan on Antimicrobial Resistance in Cambodiai, 2019-2023 including the key activities, but not limited to:
- National Monitoring and Evaluation (M&E) Framework for the Multi-Sectoral Action Plan on Antimicrobial Resistance in Cambodia, 2019-2023, taking into consideration the Monitoring and Evaluation of the Global Action Plan on Antimicrobial Resistance.
- Review of existing regulatory frameworks, including legislation, for regulating antimicrobial use in humans, animals, plants and environment.
- Implementation of antimicrobial stewardship in health care facilities to MOH-select secondary and tertiary hospitals.
- Propose terms of reference for an inter-ministerial coordination committee on AMR as stated in the MSAP.
- Coordinate Multi-Partner Trust Fund on Antimicrobial Resistance with FAO and OIE and liaise with the MPTF Secretariat, relevant partners and stakeholders as required. He/she will also manage the implementation of activities and submit narrative reports on MPTF progress, in accordance with the agreed results framework and respective indicators.
- Participate in developing and conducting training and mentoring programs in antibiotic stewardship, antibiotic consumption monitoring, public advocacy on quality use of antibiotics etc
- Review the current implementation of MSAP focusing on all the strategic areas and
- assist in the development of necessary tools and guidelines as required
- Perform other related duties, as assigned.
- Write a technical and financial report as per the agreed deliverables.
- Specific tasks to be performed by the contractor:
- In coordination with MOH/MAFF/MOE, and WHO/FAO
- Liaise closely with MOH, MAFF, MOE and other stakeholders on MSAP key areas
- Provide technical support for developing guidelines and tools on AMR, in close coordination with MOH/MAFF and Tripartite Agencies
- Assist in implementation of MSAP strategies areas.
- Coordinate the MPTF by liaising with MPTF Secretariat and the Tripartite Agencies
- Submission of technical and financial report as required

- Qualification required:
- Essential: University degree in medicine, public health, pharmacy, microbiology or a degree in another subject with additional training in a public health context
- Desirable: Advanced university degree in microbiology, public health, or similar field. Degree in business administration and project management is a big asset.
- Experience
- At least 5 years’ work experience at national and international level, with specific experience in areas of AMR and public health.
- Experience and knowledge in communication and project management
- Working experience in resource-limited settings is highly desirable
- Technical skills and knowledge:
- Capacity to plan and conduct operational activities;
- Excellent communication, interpersonal and presentation skills
- Outstanding organizational and time-management skills
- Proven research skills (desirable in antimicrobial resistance or relevant area)
- Languages:
- Essential: Good in Khmer and Fluent in English
- Asset: good writing skills in English
