Announcement Description

The Royal Government of Cambodia (RGC) has applied for financing from the Asian Development Bank (ADB) toward the cost of the Livable, Resilient and Water-Secure Cities Investment Program – Tranche 1. The RGC intends to apply part of the proceeds for consulting services to support Output 3 of the program, which focuses on improving urban water supply services resilience.

The RGC, through the Ministry of Industry, Science, Technology & Innovation (MISTI), is seeking to engage a consulting firm (“the Consultant”) to act as the Program Design and Implementation Assistance Consultant, which will support MISTI in the overall implementation and management of Output 3 for Tranche 1 (“the Services”). The Consultant will also support MPWT in preparing the similar activities and output for the next tranche (Tranche 2). The Services are expected to commence in March 2026 and be completed by December 2031, with a total duration of approximately 70 months, including 1,045 person-months of international and national experts.

Submission Requirements

MISTI now invites eligible Consultants to express their interest and to demonstrate their qualifications and experience. Shortlisting will be based on: (i) management competence, where firms should describe their approach to quality control and assurance, project management, and coordination; (ii) technical competence, where firms should outline their proposed methodology in response to the terms of reference (ToR) and summarize their sector-specific experience, including the number and size of relevant projects, clearly indicating roles as lead partner, JV partner, or sub-consultant; and (iii) geographic competence, where firms should present their experience in Cambodia and the region, and provide details of any permanent presence, such as local offices.

The attention of interested Consultants is drawn to the Procurement Regulations for ADB Borrowers for Goods, Works, Non-consulting and Consulting Services (2017), in particular Appendix 4 on Consulting Services Selection Using Open Competitive Bidding. Consultants should also refer to the provisions on eligibility (paras. 1.14–1.18) and conflict of interest (paras. 1.19–1.21) of the same Regulations.

Consultants may associate with other firms as a joint venture (JV) or sub-consultancy. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method with the Quality and Cost Ratio (90:10) set out in the Consultant Guidelines.

Expressions of interest must be submitted through ADB’s Consultant Management System (the link) by 11.59 p.m. on 21 November 2025 (Manila local time).
