MISTI now invites eligible Consultants to express their interest and to demonstrate their qualifications and experience. Shortlisting will be based on: (i) management competence, where firms should describe their approach to quality control and assurance, project management, and coordination; (ii) technical competence, where firms should outline their proposed methodology in response to the terms of reference (ToR) and summarize their sector-specific experience, including the number and size of relevant projects, clearly indicating roles as lead partner, JV partner, or sub-consultant; and (iii) geographic competence, where firms should present their experience in Cambodia and the region, and provide details of any permanent presence, such as local offices.
The attention of interested Consultants is drawn to the Procurement Regulations for ADB Borrowers for Goods, Works, Non-consulting and Consulting Services (2017), in particular Appendix 4 on Consulting Services Selection Using Open Competitive Bidding. Consultants should also refer to the provisions on eligibility (paras. 1.14–1.18) and conflict of interest (paras. 1.19–1.21) of the same Regulations.
Consultants may associate with other firms as a joint venture (JV) or sub-consultancy. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method with the Quality and Cost Ratio (90:10) set out in the Consultant Guidelines.
