Announcement Description

BORDA e.V. and Environmental Sanitation Cambodia (ESC) implement the BMZ-financed project "Decentralised Water and Sanitation Solutions for Small Towns in Cambodia and Laos" (2026–2028). Under Output 3, ESC is preparing a City-Wide Inclusive Sanitation (CWIS) plan for Senmonorom, Mondulkiri Province. The plan is expected to be endorsed by the municipality in the fourth quarter of 2026.

The problem this assignment addresses is the step from an endorsed plan to committed financing. Comparable planning documents in Cambodia have not converted into investment: a feasibility study and proposal for a faecal sludge treatment plant in Battambang, at an order of magnitude of USD 7 million, has been without a financier for four to five years, and other agencies are likewise seeking funding for treatment infrastructure. An endorsed plan that does not reach financing has limited value to the municipality and does not demonstrate the approach the project is intended to promote.

A working assumption of this assignment is that the most probable route to financing a municipal sanitation investment in Cambodia is not an international grant, but the public investment planning cycle — provincial and municipal investment plans, sub-national funds and the national capital budget — potentially in combination with loan-financed programmes and with grant or corporate co-financing for specific components. The assignment must therefore treat the public financing route as a work package in its own right and not as a secondary option.

Objective

The objective is to produce a realistic, costed and sequenced financing pathway for the Senmonorom CWIS plan, supported by an evidence-based map of the actors and financing sources active in Cambodia, and to leave ESC and BORDA with at least one funding proposal ready for submission.

Budget

The maximum budget is USD 5,150, all-inclusive of professional fees, taxes, domestic travel and all incidental costs. The financial offer must state the daily fee rate, the number of days per work package, and any reimbursable costs itemised separately. Please note that, in accordance with the laws of the Kingdom of Cambodia, withholding tax may applied appending on the bidder’s tax registration status.

Eligibility

  • Essential
  • At least seven years of professional experience in development finance, infrastructure finance or institutional fundraising, with a focus on water, sanitation or urban infrastructure.
  • Demonstrated working knowledge of Cambodian public investment planning and sub-national finance, evidenced by at least one completed assignment involving the municipal, provincial or national capital budget process.
  • A documented record of successful funding proposals to at least two of: multilateral development banks, bilateral donors, climate funds, or corporate funders.
  • Ability to engage development partners in Cambodia at programme officer level or above, evidenced in the offer.
  • Advantageous
  • Familiarity with city-wide inclusive sanitation, decentralised wastewater treatment or faecal sludge management.
  • Working knowledge of Khmer, and the ability to review Cambodian planning and budget documents in the original.
  • Experience with corporate social responsibility financing in Cambodia.
