Mode of delivery: Home-based, with meetings in Phnom Penh where the expert is based in or travelling to Cambodia at no additional cost

Evaluation and award: 14–18 September 2026; contract signature by 30 September 2026
Reporting to: Regional Director South East Asia, BORDA e.V., who accepts all deliverables, in coordination with the ESC Project Manager
Objective
The objective is to produce a realistic, costed and sequenced financing pathway for the Senmonorom CWIS plan, supported by an evidence-based map of the actors and financing sources active in Cambodia, and to leave ESC and BORDA with at least one funding proposal ready for submission.

Budget
The maximum budget is USD 5,150, all-inclusive of professional fees, taxes, domestic travel and all incidental costs. The financial offer must state the daily fee rate, the number of days per work package, and any reimbursable costs itemised separately. Please note that, in accordance with the laws of the Kingdom of Cambodia, withholding tax may applied appending on the bidder’s tax registration status.
Eligibility
- Essential
- At least seven years of professional experience in development finance, infrastructure finance or institutional fundraising, with a focus on water, sanitation or urban infrastructure.
- Demonstrated working knowledge of Cambodian public investment planning and sub-national finance, evidenced by at least one completed assignment involving the municipal, provincial or national capital budget process.
- A documented record of successful funding proposals to at least two of: multilateral development banks, bilateral donors, climate funds, or corporate funders.
- Ability to engage development partners in Cambodia at programme officer level or above, evidenced in the offer.
- Advantageous
- Familiarity with city-wide inclusive sanitation, decentralised wastewater treatment or faecal sludge management.
- Working knowledge of Khmer, and the ability to review Cambodian planning and budget documents in the original.
- Experience with corporate social responsibility financing in Cambodia.
