Reporting to: ESC Project Manager, and the Regional Director South East Asia, BORDA e.V., who accepts all deliverables
Objective
The objective is to establish, on the ground and in Khmer, the physical and institutional facts the CWIS plan depends on; to support ESC in running the municipal stakeholder consultation; and to record both in a form the international reviewer and the ESC team can use directly.

Budget
The maximum budget is USD 3,200, all-inclusive. The financial offer must itemise professional fees as days multiplied by the daily rate, domestic travel to and from Mondulkiri, accommodation and subsistence, and any other costs. Subsistence must be quoted at or below BMZ rates and evidenced by receipts, accommodation invoices and a daily travel report.
Costs of the consultation workshop itself — venue, participant transport, catering — are borne by ESC under a separate budget line and are not part of this offer.
Eligibility
- Essential
- Degree in sanitary or environmental engineering, urban planning, geography or a related field.
- At least five years of professional experience in water and sanitation, urban planning or infrastructure in Cambodia.
- Fluent Khmer and working English, sufficient to conduct meetings in Khmer and report in English.
- Demonstrated experience working with Cambodian provincial and municipal administrations, including on land, planning or infrastructure matters.
- Demonstrated experience facilitating or documenting community consultations or focus group discussions, with attention to the participation of women and disadvantaged groups.
- Ability and willingness to travel to Mondulkiri and to spend at least three working days on site.
- Advantageous
- Experience with decentralised wastewater treatment or faecal sludge management, and the ability to read a topographic survey and GIS data.
- Familiarity with shit-flow diagram methodology.
- Previous work in Mondulkiri, or experience working with indigenous communities in Cambodia.
- Familiarity with Cambodian land administration and the documentation of land tenure.
