ChildFund Korea’s Country Office in Cambodia is currently piloting Boeung Trabek Child Development Project (BT CDP) in Phnom Penh, with the goal of breaking the vicious cycle of poverty experienced by vulnerable children in Boeung Trabek slum area. The project adopts a community-based, multi-sectoral approach that integrates community and center-based childcare services. Through this, the project aims to build a sustainable support system encompassing education, health, WASH, nutrition, and child protection.

Child Development Project Coordinator (1 Position)

Position Summary

Position Context: To ensure the effective implementation of the BT CDP in Phnom Penh, ChildFund Korea is seeking a Child Development Project Coordinator. This role will be responsible for overseeing center-based childcare operations, coordinating community-based services, engaging stakeholders, and leading project monitoring efforts. The position requires strong leadership in Child Development Center (CDC) management, community development, partnership-building, and financial oversight in order to breaking the cycle of poverty for vulnerable children and their families.

Job purpose: To be responsible for leading the successful implementation of the Boeung Trabek Child Development Project (CDP) in Phnom Penh. This role ensures the delivery of integrated early childhood development (ECD) services—including education, health, nutrition, and family support—while fostering community ownership and sustainable impact. By coordinating multi-sectoral partnerships, monitoring progress, and managing resources effectively, the position seeks to break the cycle of poverty for vulnerable children and families through holistic, rights-based interventions.

Expectations - Duties, Responsibilities
  • Leadership & Overall Project Coordination (50%):
  • Establish and manage the Child Development Center and related facilities, including infrastructure, staffing, and operational systems.
  • Coordinate the overall planning, implementation, and financial management of the Boeung Trabek Child Development Project (BT CDP)
  • Supervise project staff and ensure alignment with organizational standards and child development approaches.
  • Stakeholder Engagement & Partnerships (25%):
  • Build and maintain strategic partnerships with key stakeholders to establish an integrated, community-based support system.
  • Facilitate effective coordination and communication with partners to ensure aligned service delivery and joint accountability.
  • Monitoring, Evaluation, and Reporting (25%):
  • Monitor project performance, ensure quality control and manage data to support evidence-based decision making.

Requirements - Skills, Qualifications, Experience
  • Requirement
  • Bachelor’s degree in Social Work, Education, Psychology, International Development, Public Health, or a related field.
  • A Master's degree is a strong asset.
  • Solid understanding of sponsorship-based programming, donor relations and compliance and principles.
  • Strong knowledge of child development principles, child rights, and child safeguarding.
  • Familiarity with national standards and regulations related to childcare services is a significant advantage.
  • Minimum of 7 years of experience in project management, specifically in child sponsorship program, early childhood development, education, or social protection.
  • Demonstrated ability in supervising, mentoring, and leading a team of field staff.
  • Proven experience in project cycle management (planning, implementation, monitoring, evaluation, reporting).
  • Experience working with vulnerable children and underserved poor urban communities.
  • Hands-on experience in innovative group sponsorship model and case management, including use of software systems (i.e. child-sponsorship management system).

Center-Based Care Officer (1 Position)

Position Context: To deliver this project successfully, ChildFund Korea is seeking one Center-Based Care Officer, who will play a crucial role in the effective planning, implementation, monitoring, and quality assurance of programs and services provided within designated Child Development Center. The officer will ensure that the center operates in line with high standards and organizational policies, The role also requires close collaboration with Community-Based Care Officer to ensure integrated service delivery and continuity of care across both center and community settings, promoting a safe and nurturing environment for all children.

Job purpose: To be responsible for leading the successful implementation of the Boeung Trabek Child Development Project (CDP) in Phnom Penh. The officer will also work in close collaboration with the Center-Based Care Officer to ensure integrated service delivery and continuity of care between community and center settings.

Job purpose: A Project Officer for Community-Based Care is responsible for developing, implementing, and overseeing community-based services that support vulnerable children and families, with the aim of preventing unnecessary family separation and strengthening family resilience. The role involves direct engagement with families, local leaders, community groups, and service providers, and requires close collaboration with the Center-Based Care Officer to ensure integrated case management and continuity of care between home and center environments.

Expectations - Duties, Responsibilities
  • Community-Based Case Management (40%)
  • Facilitate with local authorities to conduct household assessments and identify vulnerable children and families in need of support.
  • Develop and implement a case management system in collaboration with caregivers and relevant stakeholders to provide individualized support and coordinate services.

Project Accounting Officer (1 Position)

Position Summary

Position Context: The Project Accounting Officer plays a key role in supporting the financial integrity of the BT CDP. Working under the Management Support Department, the position collaborates closely with the project teams to ensure that all financial activities comply with organizational policies, donor requirements, and internal regulations. The officer is responsible for supporting accurate financial reporting, effective budget monitoring, and timely fund utilization. This role also contributes to maintaining financial transparency and strengthening financial systems within the project. In addition, the position will provide administrative and logistical support for the project in coordination with the Head of Management Support Department and the project coordinator.

Job purpose: The Project Accounting Officer is responsible for the overall financial management of Boeung Trabek Child Development Project (BT CDP), a community-based sponsorship initiative. This includes overseeing day-to-day accounting operations, financial reporting, cash flow and tax management, budgeting, and administration support. The role ensures transparency, accuracy, and compliance in all project-related financial transactions. The officer will also support budget monitoring and contribute to the continuous improvements in the efficiency and effectiveness of financial management systems and procedures in alignment with organizational policies and donor requirements.
