Announcement Description

The International Organization for Migration (IOM) has maintained a presence in Cambodia since 1992, working in close partnership with the Royal Government of Cambodia, United Nations agencies, civil society organizations and development partners to promote safe, orderly and regular migration and strengthen migration governance.

IOM Cambodia is implementing Crisis Response and Recovery programmes to support vulnerable and crisis-affected individuals and households whose livelihoods have been disrupted by displacement, return, relocation, economic hardship or other crisis-related impacts. These programmes aim to restore productive capacities, strengthen household resilience, and improve access to skills development, agricultural inputs, sustainable employment and self-employment opportunities.

To strengthen its partnerships and implementation capacity, IOM Cambodia is launching this Prequalification Call for Expression of Interest (CEI) to identify and establish a pool of qualified local, national and international organizations with the technical expertise, operational presence and financial and administrative capacity to implement agriculture input support and small-business support interventions.

Prequalified organizations may be invited to participate in future partnership opportunities to implement one or more of the following intervention areas:

Agriculture Input Support

The selected partner may be responsible for:

  • Community outreach, registration, household verification and technical assessment;
  • Assessment of agricultural skills, land and water access, labour capacity, seasonal feasibility, climate risks and market opportunities;
  • Design and delivery of practical, market-oriented and climate-resilient agricultural training;
  • Provide basic financial management training and financial inclusion facilitation;
  • Development of agriculture input, production or livelihood plans;
  • Administration and delivery of IOM-approved productive grants, agricultural inputs, tools or assets;
  • Technical mentoring, market and agricultural extension linkages;
  • Post-distribution and livelihood monitoring; and
  • Maintenance of complete beneficiaries, grants, distribution, mentoring, monitoring, and financial records.

Small-Business Support

The selected partner may be responsible for:

  • Community outreach, registration, vulnerability assessment and field verification;
  • Assessment of applicants’ experience, motivation, business ideas and local market opportunities;
  • Design and delivery of practical Entrepreneurship/Business Development training;
  • Integrating financial and digital literacy in the training;
  • Individual coaching for preparation of realistic business plans and itemized grant budgets;
  • Provide financial inclusion for beneficiaries;
  • Support to an IOM-approved business-plan review and selection process;
  • Administration or delivery of IOM-approved small-business grants;
  • Post-grant mentoring, business coaching and market linkages;
  • Monitoring of grant utilization and initial business performance; and
  • Maintenance of complete beneficiaries, grants, mentoring, monitoring, and financial records.

Submission Requirements

Organizations interested in becoming part of IOM Cambodia's pool of potential implementing partners are invited to complete the application by filling out the questionnaire available at the following link: Implementing Partner Application (Livelihoods)

Submission Guidelines:

  1. IOM on no occasion will ask an application fee from applying organizations.
  2. The applying organizations shall bear all costs associated with the preparation and submission of the Application and IOM will not in any case be responsible and liable for the costs incurred.
  3. Applying organizations can use IOM's We Are All In platform for reporting fraud, corruption or misconduct.
  4. All information given in writing to or verbally shared with the Implementing Partners in connection with this CEI is to be treated as strictly confidential. The applying organizations shall not share or invoke such information to any third party without the prior written approval of IOM. This obligation shall continue after the selection process has been completed whether or not the Implementing Partner application is successful.
  5. IOM will treat all information (or that marked proprietary/sensitive/financial) received from applying organizations as confidential and any personal data in accordance with its Data Protection Principles.
  6. The applying organizations by submitting an application, gives consent to IOM to share information with those who need to know for the purposes of evaluating and managing the proposal.
  7. By submitting the application/expression of interest, the applicant confirms adherence to IOM’s Declaration of Conformity Form.
  8. IOM reserves the right to accept or reject any Application, and to cancel the process and reject all Applications, at any time without thereby incurring any liability to the affected Implementing Partner or any obligation to inform the affected Implementing partner of the ground for IOM’s action.
