Announcement Description

The International Organization for Migration (IOM) has maintained a presence in Cambodia since 1992, working in close partnership with the Royal Government of Cambodia, United Nations agencies, civil society organizations, and development partners to promote safe, orderly, and regular migration and to strengthen migration governance.

Following the 2025 Cambodia–Thailand border crisis, affected populations continue to face protection risks and socio-economic vulnerabilities, with women, children, persons with disabilities, older persons, female-headed households, survivors of violence, and unemployed returnees particularly affected.

The escalation of clashes along the Cambodia–Thailand border in late July 2025 has generated significant humanitarian needs. As of April 2026 (latest available data), more than 33,000 people remain displaced across 16 provinces with Banteay Meanchey, Siem Reap, Preah Vihear, Battambang and Oddar Meanchey provinces continuing hosting the largest number of IDPs.

The International Organization for Migration (IOM) Cambodia is implementing a comprehensive stabilization, protection, recovery, and reintegration programme aimed at fostering peace, resilience, community protection, mental well-being, and self-reliance among IDPs, returnees, returning migrant workers, relocated conflict-affected populations, and host communities along the Cambodia–Thailand border.

To strengthen its partnerships and implementation capacity, IOM Cambodia is launching this Prequalification Call for Expression of Interest (CEI) identify and establish a pool of qualified local, national, and international organizations with the technical expertise and operational capacity in protection, legal and MHPSS interventions.

Successful applicants may be considered for the implementation of protection, legal, and MHPSS activities.

Protection services:

  • Referral Pathways and Service Mapping: Establishing and maintaining systems to refer beneficiaries to appropriate services.
  • Community protection monitoring to detect protection risks and concerns including human trafficking, forced labor, sexual exploitation, violence against women. Conduct regular protection monitoring exercises in affected communities through Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), safety audits, and producing protection monitoring reports.
  • Awareness raising activities on identified protection risks targeting community members.
  • Information campaigns in communities across the border areas on available services and facilitation of safe referrals for individuals in need of specialized services and available social schemes
  • Case management services to affected persons in need of individual assistance, such as victims of human trafficking, gender-based violence, or sexual exploitation
  • Facilitating access to services including health services by providing referrals, covering transportation costs when needed, assisting selected individuals, and maintaining an updated mapping of available services with attention to quality of care.
  • Technical support to government counterparts to facilitate protection government-led service delivery

Legal services:

  • Legal counselling and assistance for obtaining or recovering civil documentation
  • Counselling and support to access other administrative services, including enrolment in Governmental programs such as ID Poor and support to individuals living with disabilities
  • Technical support to government counterparts to facilitate legal government-led service delivery

Submission Requirements

Organizations interested in becoming part of IOM Cambodia's pool of potential implementing partners are invited to complete the application by filling out the questionnaire available at the following link: Implementing Partner Application (Protection)

Submission Guidelines:

  1. IOM on no occasion will ask an application fee from applying organizations.
  2. The applying organizations shall bear all costs associated with the preparation and submission of the Application and IOM will not in any case be responsible and liable for the costs incurred.
  3. Applying organizations can use IOM's We Are All In platform for reporting fraud, corruption or misconduct.
  4. All information given in writing to or verbally shared with the applying organizations. connection with this CEI is to be treated as strictly confidential. The applying organizations shall not share or invoke such information to any third party without the prior written approval of IOM. This obligation shall continue after the selection process has been completed whether or not the Implementing Partner application is successful.
  5. IOM will treat all information (or that marked proprietary/sensitive/financial) received from applying organizations as confidential and any personal data in accordance with its Data Protection Principles.
  6. The applying organizations by submitting an application gives consent to IOM to share information with those who need to know for the purposes of evaluating and managing the proposal.
  7. By submitting the application/expression of interest, the applicant confirms adherence to IOM’s Declaration of Conformity Form.
  8. IOM reserves the right to accept or reject any Application, and to cancel the process and reject all Applications, at any time without thereby incurring any liability to the affected Implementing Partner or any obligation to inform the affected Implementing partner of the ground for IOM’s action.
