Established since 1948, ChorogUsan for children (formerly known as ChildFund Korea) has been working in South Korea to protect children's rights and help children suffering from poverty and disease and started global programs to create a world where children are happy since 1997.

ChorogUsan for children focuses on advocacy activities to protect the rights of all children, strengthen welfare programs based on children’s rights under the UN Convention on the Rights of Children, actively respond to social issues, humanitarian aids, and other critical issues for children such as Education, Public Health, WASH, Climate Change, and strive to ensure children’s rights.

Position Summary

The Administration & Finance Officer of CUFC office will play a key role in supporting the financial management of the country office and its projects. Working under the Management Support Department, the position collaborates closely with the project teams to ensure that all financial activities comply with organizational policies, donor requirements, and internal regulations. The officer is responsible for supporting accurate financial reporting, effective budget monitoring, and timely fund utilization. This role also contributes to maintaining financial transparency and strengthening financial systems within the project. In addition, the position will provide administrative, human resources, and logistical support for the project in coordination with the Head of Management Support Department.

Duties & Responsibilities:
  • Position Context: The Administration & Finance Officer is responsible for assisting in ensuring the smooth operation within the organization. This includes overseeing day-to-day accounting operations, financial reporting, cash flow and tax management, budgeting, and administration support. The role ensures transparency, accuracy, and compliance in financial transactions. The officer will also support budget monitoring and contribute to the continuous improvements in the efficiency and effectiveness of financial management systems and procedures in alignment with organizational policies and donor requirements.
  • Financial Management, Recording and Reporting (35%)
  • Ensure timely and accurate financial transactions and documentation.
  • Prepare monthly, quarterly and annual financial reports.
  • Manage petty cash, bank transactions and internet banking.
  • Prepare monthly tax declaration.
  • Support external audits and financial reviews.
  • Budget Monitoring and Control (25%)
  • Assist in preparing project budgets and revisions.
  • Monitor actual expenditures and ensure coding accuracy.
  • Conduct budget variance analysis and cash forecasting.
  • Administration and Coordination Support (20%)
  • Ensure document and filling management.
  • Provide procurement and logistics support.
  • Manage contracts and assets.
  • Hiring and personnel selection.
  • Maintain the Compliance and Regulatory (15%)
  • Ensure compliance with donor and national financial regulations.
  • Support audit readiness and financial accountability.
  • Contribute to donor/government financial.
  • Other tasks assign (5%)
  • Support project teams.

Expected Profile of Candidates
Languages:
  • English - Good is preferred
  • Khmer - Fluent is required
Qualifications:
  • Bachelor's Degree in Finance, Accounting, Business Administration, or related field is required
Skills & Knowledge:
General & Technical Skills
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field
  • Professional certification such as ACCA or equivalent.
  • Understanding of financial regulations, accounting standards, and compliance requirements relevant to nonprofit organizations.
  • Experience in administrative processes, facility management and procurement
  • Familiarity with tax laws, regulatory frameworks, and statutory reporting obligations applicable to NGOs.
  • Intermediate knowledge of Accounting Software (QuickBooks), Microsoft Office (Word, Excel, PPT), email and Internet programs
  • Knowledge of government grant regulations and financial reporting requirements
  • Minimum of 3 years of relevant experience in financial management, accounting, or administrative roles.
  • Experience working in a nonprofit organization
  • Demonstrated proficiency in financial analysis, budgeting, and reporting.
  • Experienced with foreign NGO is an advantage.

  • Proper communication skills with good reporting manner and good interpersonal skills
  • Proficiency in spoken and written English and Khmer
