The Stung Sen Basin Drinking Water Supply Association is recruiting its Manager (M/F) in charge of setting up the service, managing the installations, financial management, and managing a team of three people (an accountant and two technicians).

Context :

The Stung Sen basin, which is rural and relatively unspoilt, is located 130 km from Phnom Penh. It has a surface area of 16,300 km2 and its main course is approximately 520 km long.

Its population of just over 400,000 is concentrated for 2/3 in the province of Kampong Thom, located downstream from the river. Kampong Thom province is the most urbanised part of the basin, with dynamic agricultural and demographic development (population growth of 34% between 2009 and 2015 compared to 19% in Preah Vihear province).

In this basin, 7 drinking water networks have been developed and now serve the communes of Sala Visaï, Thmey, Ngorn, Meanchey, Putrea, Teuk Krahom and Reaksa.

With the support of the Tonle Sap Authority (TSA), an association grouping the various communes was created to manage all the drinking water facilities. Each commune is equipped with a borehole, a pump powered by solar panels, a water tower, a drinking water distribution network, standpipes and individual connections. The facilities are currently managed by local management committees, with each village having its own committee.

The aim is to improve the operation of all these facilities by setting up a professional management service, formalised by the creation of an association bringing together the seven communes. The geographical scope of this association is intended to expand as other municipalities are expected to be supplied with drinking water and join the association in the coming years. The association is made up of a committee represented by the mayors of the various villages in which a water supply infrastructure has been set up.
