The Entrepreneurship Development Fund (EDF) is a national trust fund established by the Royal Government of Cambodia under the Ministry of Economy and Finance, through Prakas No. 135 SHV/BrK dated February 6, 2019. EDF is designed to support the development of Cambodia’s private sector by improving access to finance for micro, small, and medium enterprises (MSMEs) and startups. As part of the government’s strategic efforts to promote entrepreneurship, innovation, and inclusive economic growth, EDF plays a catalytic role in strengthening the business ecosystem. The fund provides grants, equity investments, and tailored financial products to help businesses overcome financing barriers, especially those unable to meet traditional collateral requirements. EDF also supports investment readiness through technical assistance and capacity building, while complementing existing ecosystem actors and encouraging private sector participation. Aligned with national strategies such as the Pentagonal Strategy and the Digital Economy and Society Policy Framework 2021–2035, EDF aims to foster a resilient, innovative, and inclusive business environment that contributes to long-term economic transformation in Cambodia.
