Position Summary

Reports to : Project Manager

Duty Location : SOS Prey Veng

Department : Program Project Province

The Youth Leader supports adolescents and young people in growing into confident, responsible, and independent adults, in line with SOS Cambodia’s National Strategic Plan 2026–2028. The role focuses on mentoring, supervision, and facilitation of youth development activities within youth houses and community-linked settings. Working closely with the Project Manager and program teams, the Youth Leader provides daily guidance to youth, supports education and life skills development, and promotes participation, positive behavior, and well-being. The position ensures a safe, inclusive, and structured environment that upholds child and youth safeguarding standards, encourages youth voice, and prepares young people for independent living and successful integration into society.

Duties & Responsibilities:
  • Youth development and mentorship
  • Work directly with youth groups to provide consistent guidance, mentoring, and positive adult role modeling.
  • Support youth to develop practical life skills, including decision-making, communication, problem-solving, financial literacy, and self-care.
  • Facilitate youth participation in planning, reviewing, and improving activities that affect their daily lives.
  • Encourage youth leadership, peer support, and responsibility within youth houses and group settings.
  • Education, life skills, and transition support
  • Support youth with education-related activities, including homework support, tutoring, study routines, and coordination with schools or training providers.
  • Assist youth in preparing for independent living through vocational orientation, employability skills, and transition planning.
  • Promote healthy lifestyles, social engagement, and constructive use of leisure time.
  • Youth house management and daily living
  • Ensure youth houses are safe, orderly, and conducive to learning and wellbeing, including cleanliness, routines, and basic house management.
  • Supervise daily living activities and promote shared responsibility among youth for household tasks.
  • Monitor youth behavior and wellbeing, providing guidance and corrective support respectfully and constructively.
  • Safeguarding, protection, and well-being
  • Uphold SOS Cambodia’s Child and Youth Safeguarding Policy at all times.
  • Actively prevent, identify, and report safeguarding concerns, incidents, or risks in line with internal procedures.
  • Create a safe environment where youth feel confident speaking up, seeking help, and expressing concerns without fear.
  • Model respectful behavior and ensure zero tolerance for abuse, exploitation, or discrimination.
  • Planning, documentation, and reporting
  • Develop, update, and implement individual and group youth development plans, ensuring accurate entry into the PDB2 system.
  • Maintain clear and timely documentation, including daily logs, incident reports, and progress notes.
  • Contribute to program monitoring, learning, and improvement by sharing observations, challenges, and good practices.
  • Teamwork and coordination
  • Work closely with the Project Manager, Youth Technical Coordinators, MEAL staff, and safeguarding personnel to ensure integrated support for youth.
  • Participate actively in team meetings, case discussions, trainings, and reflection sessions.
  • Coordinate with families, community actors, and service providers where relevant to support youth development and transition.

  • Follow SOS Cambodia policies, guidelines, and codes of conduct, including youth guidelines and operational procedures.
  • Use resources responsibly and support cost-effective project implementation.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in social work, social development, education, psychology, or a related field.
Skills & Knowledge:
General & Technical Skills
  • Experience working with adolescents and youth, preferably in residential, community-based, or NGO settings.
  • Demonstrated ability to manage and support small youth groups (approximately 6–8 youth).
  • Basic computer literacy, including MS Office, email, and data entry systems.
  • Willingness and ability to stay in youth housing when required.
Soft Skills
  • Strong facilitation, mentoring, conflict resolution, and problem-solving skills.

JOB SUMMARY

The Child Safeguarding Officer is responsible for supporting the effective implementation of child and youth safeguarding across all SOS Children’s Villages Cambodia programs, villages, schools, and partner activities. The role focuses on prevention, staff and caregiver capacity building, safeguarding compliance, and support to incident management processes.

The position works closely with program, HR, education, and village teams to ensure safeguarding policies, codes of conduct, and reporting mechanisms are understood and consistently applied. The Child Safeguarding Officer also supports training, risk assessments, documentation, and follow-up actions to strengthen a safe and protective environment for children and young people.

Duties & Responsibilities:
  • Safeguarding Systems and Compliance
  • Support the implementation of SOS Child and Youth Safeguarding Policy, Code of Conduct, and related procedures across all locations.
  • Ensure safeguarding policies are understood and applied by staff, caregivers, volunteers, interns, and partners.
  • Conduct routine safeguarding compliance checks at village, school, and project levels.
  • Support integration of safeguarding into program design, SOPs, HR processes, and partnerships.
  • Prevention and Capacity Building
  • Plan and deliver safeguarding orientations and refresher trainings for staff, caregivers, youth, and partners.
  • Support child-friendly and youth-friendly awareness activities on safety, rights, and reporting mechanisms.
  • Contribute to the development or adaptation of safeguarding tools, IEC materials, and training resources suitable for Cambodia’s context.
  • Support induction processes to ensure all new staff and associates complete safeguarding requirements.
  • Incident Management and Case Support
  • Serve as a focal support person for safeguarding concerns reported at the program or village level.
  • Support Incident Management Team (IMT) processes, including documentation, timelines, and follow-up actions.
  • Ensure safeguarding cases are recorded accurately, confidentially, and in line with SOS standards.
  • Coordinate with relevant internal teams and external services when referral or escalation is required, without leading investigations unless assigned.
  • Risk Assessment and Mitigation
  • Support safeguarding risk assessments for programs, facilities, events, and new initiatives.
  • Work with program and operations teams to identify risks and develop practical mitigation measures.
  • Monitor safeguarding risks related to staffing, volunteers, partners, and service delivery models.
  • Monitoring, Reporting, and Learning
  • Maintain safeguarding records, training trackers, and compliance documentation.
  • Contribute to internal safeguarding reports for management, donors, and SOS International as required.
  • Analyze trends, gaps, and recurring issues to inform prevention and system improvements.
  • Support learning sessions and follow-up actions after incidents or audits.
  • Coordination and External Engagement
  • Coordinate closely with HR, Program, Education, and Village Management teams on safeguarding matters.
  • Support engagement with government services, NGOs, and referral partners related to child protection.
  • Participate in national safeguarding or child protection networks when relevant and approved.

  • Project Manager for day-to-day coordination, guidance, and follow-up on safeguarding actions within the village.
  • Program Coordinators and Social Workers to integrate safeguarding into daily care, case management, and family strengthening activities.
  • Caregivers, Youth Leaders, and House Parents to promote safe caregiving practices, awareness, and early identification of safeguarding concerns.
  • School Principal, Teachers, and Education Staff to ensure safeguarding standards are applied in learning environments and school-related activities.
  • Village Administration and Operations Staff to address safeguarding risks related to facilities, transport, procurement, and events.
  • Village Incident Management Team (IMT) Members to support reporting, documentation, and timely follow-up of safeguarding concerns at the village level.
  • Children, Youth, and Youth Representatives to support child-friendly awareness, participation, and safe reporting mechanisms.
  • External
  • Commune and district authorities (including child protection and social affairs focal points) – for coordination, referral, and compliance when required.
  • Local child protection service providers for counseling, psychosocial support, medical care, or legal referral services.
  • Community leaders and protection structures to support prevention, awareness, and safe community-based referral pathways.
  • Local schools, health centers, and service providers ensure coordinated safeguarding responses involving children and families.
  • Partner NGOs and community-based organizations for joint activities and alignment on safeguarding standards.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in social work, psychology, education, law, human rights, or a related field
Work History:
  • At least experience in child protection, safeguarding, or social services, preferably within NGOs for 3 to 5 years
Skills & Knowledge:
General & Technical Skills
  • Practical experience supporting safeguarding systems, training, or case management processes.
  • Good understanding of Cambodia’s child protection system and relevant legal frameworks.
  • Strong understanding of child safeguarding principles and ethical practice.
  • Ability to handle sensitive information with confidentiality and professionalism.
  • Practical facilitation and training skills.
  • Clear documentation and reporting skills.
  • Ability to work calmly and responsibly in complex or sensitive situations.
  • Strong coordination and communication skills in Khmer and working English.
