The National Dengue Control Program (NDCP) at the National Center for Parasitology, Entomology, and Malaria Control (CNM) has led the implementation of strategies for preventing and controlling dengue and other Aedes-borne arboviruses in Cambodia over the past decade. In response to the evolving epidemiological landscape, the availability of new tools, and lessons learned from other implementations, the Wolbachia method will be introduced in Cambodia as a novel dengue intervention in collaboration with the Clinton Health Access Initiative (CHAI), with the aim of building necessary national capabilities.

This project aims to implement impactful, evidence-based dengue control and prevention interventions, as well as establish the foundation for deployment of a cost-effective Wolbachia-based pilot in high-risk target areas in 2026. Through this partnership with CHAI and the Battambang Provincial Health Department (PHD), the Wolbachia project will be implemented in four selected communes covering ~16 km2 in Krong Battambang.

The results of this intervention in Battambang will help inform whether the intervention is feasible to scale to other high-risk areas of Cambodia and identify the adjustments needed to enhance roll-out in other provinces.

Position Summary

CNM is seeking a highly motivated and flexible individual to serve as Project Coordinator for the NDCP to successfully implement Wolbachia in Krong Battambang's local Aedes aegypti mosquito population as an initial intervention.

The Project Coordinator will play a critical role in supporting the NDCP in the operationalization of the Wolbachia project by establishing and maintaining collaborative efforts with the Provincial Dengue Committee made up of representatives from the PHD, Operational District (OD), local authorities, and selected school principals in Battambang province; coordinating with PHD/OD/health center (HC) staff to conduct community engagement activities according to the community engagement strategy; monitoring the incident management system; facilitating community engagement surveys and Wolbachia deployment, including data collection for introgression analysis; and collaborating closely with CNM's finance team to produce programmatic and financial reports for submission to CHAI in accordance with the funding agreement.

The Project Coordinator will supervise a team of two staff working on a daily basis at the Battambang PHD. The position reports to the Head of NDCP at CNM and will be based at CNM in Phnom Penh, with extensive travel within the country expected.

Duties & Responsibilities:

  • Set-up of Wolbachia Project at Subnational Level, Including Insectary Facilities
  • Support the NDCP in recruiting and training staff at the subnational level
  • Assist the subnational team in preparing for and installing the insectary rooms
  • Establish and maintain direct relationships with PHD/OD/HC staff, local authorities, and selected schools
  • Train and supervise the team on a day-to-day basis, develop work plans, and ensure all proposed activities are carried out as planned
  • Program Management
  • Support the development of information, education, and communication/behavior change communication (IEC/BCC) materials, training materials, and standard operating procedures (SOPs), and facilitate/organize trainings to build the capacity of provincial, district, and health center staff in community engagement and entomology (mosquito collection, etc.)
  • Coordinate with PHD/OD/HC staff to conduct community engagement activities according to the community engagement strategy during pre-release and post-release phases, and facilitate community engagement surveys
  • Coordinate and support the field team to plan and conduct Wolbachia mosquito deployment, including problem-solving for potential operational challenges
  • Strengthen program management at both NDCP and PHD levels, including planning, budgeting, forecasting, monitoring, and reporting
  • Collaborate with the CHAI team to track, evaluate, and monitor the success of Wolbachia implementation in Battambang to inform scale-up
  • Develop and present progress reports to CNM leadership as needed
  • Perform other responsibilities as assigned by the Head of NDCP

Expected Profile of Candidates
Languages:

Qualifications:
  • Bachelor's Degree in public health, a health-related discipline, business administration, or international development
Work History:
  • Professional experience in the private or public sector with increasing levels of responsibility and leadership in management or other relevant fields for 1 to 2 years as a minimum

  • Coordinate with HC staff to conduct community engagement surveys to assess knowledge, attitudes, and perceptions regarding the Wolbachia project during pre-release, release, and post-release
  • Work with PDC and Wolbachia project coordinator to monitor and manage the incident management system, ensuring timely response to community concerns and feedback

  • Conduct routine supervision of field activities including community education sessions, Wolbachia release points, and introgression monitoring
  • Collaborate with the CHAI team to track, evaluate, monitor the success of Wolbachia implementation at subnational level, providing key insights to improve field operations
  • Collect and maintain comprehensive data on field operations, community engagement activities, and monitoring results
  • Document lessons learned, best practices, and community feedback throughout project implementation
