Watershed Management Specialist
Watershed mangement specialist (to implement the IWM frame work and watershed restoration and protection plans)
DURATION: One Year contract with possible extension until 25 April 2029
DUTY STATION: MoE-PIU in Phnom Penh with travel to project areas
Key Responsibilities:
The national watershed management specialist will be responsible for providing the lead in supporting the Community Protected Areas (CPAs) to implement the Integrated Watershed Management framework, CPAs’ management plans for restoring and protecting critical catchment forests and other sensitive ecological zones.
The watershed management specialist will support CPAs in the overall management and implementation of activities, ensuring that the management plan is effectively implemented within a set timeline. The watershed management specialist will work closely with the General Directorate of Local Community (GDLC/MOE) and the PEARL project management unit, and to all planned activities are organized on time, and that they meet expected quality standards.
Under the overall guidance of the GDLC/MOE, the watershed management specialist will ensure the project produces the results specified in the Operational Partners Agreement between MOE and FAO Cambodia. The specialist will be required to work with the GDLC/MOE to ensure coordination and implementation of the activities on the ground. S/he will be performing the following key functions:
- Management
- Oversee the implementation of the Integrated Watershed Management (IWM) framework and CPAs and management plans in close cooperation with the GDLC/MOE.
- Review and coordinate with CPAs to carry out the activities in the management plans/IWM framework.
- Monitor progress for restoring and protecting catchment forests and other ecological zones. Compare deliverables with the work plan to oversee the progress in implementing the management plans.
- Communicate all the project-planned activities with GDLC/MOE
- Participate in the meetings of the project team to report the progress.
- Technical Advisory Support
- Provide technical assistance to the implementation of the IWM framework and CPAs management plans.
- Assist CPAs to identify degraded areas for tree planting in the upper watershed,
- Provide a list of materials/equipment with specifications, labor, and development of small infrastructures needed to implement the restoring and protecting activities of the watersheds.
- Collaboration with MAFF in providing technical assistance related to CFs watershed and restoration management.
- Reporting
- Prepare all relevant data and documents for the meeting including progress report, presentation on the progress, challenges, lessons learned, work plan, etc.;
- Key Deliverables
- Restoration and protection plans of 14 CPAs implemented with timelines and required quality standards.
- Monitoring reports provided to the MoE-PIU.
- Bachelor and/or Equivalent Degree in Forestry science, environment/natural resource management, biodiversity, or a closely related field, or another field combined with relevant work experience.
- At least five years of experience, preferably in the implementation of watershed restoration, environment/biodiversity, and relevant projects.
- Prior experience with MoE and biodiversity projects would be an asset;
- Experience in providing training and orientation to PDoE, rangers and CPA committee on the process of developing CPA management plans.
- Experience in setting up the CPA management plan monitoring and evaluation frameworks, and training for PDoE staff and CPA committees on this process
- Experiences in writing reports, developing workplans and associated budgets
- Experience in working with and supporting government agencies at both the national and sub-national level involved in CPA and PA management in Cambodia
- Strong experience in coordination and project implementation;
- Exposure to environmental issues or biodiversity is highly desirable.

- Excellent interpersonal skills e.g. effectively coordinate with farmer leaders, management committees, local authorities, and community people,
- Good documentation and reporting skills

- Excellent verbal and written communication skills in Khmer and good knowledge of English.
