Water Governance Senior Specialist

Position Summary

We are seeking a Water Governance Senior Specialist to provide technical leadership and advice on water governance and climate-resilient water management under the ACP4Climate program. The role will work with government and development partners to strengthen policies, planning and institutional capacity across Cambodia’s water sector

  • The role will be based in Phnom Penh, Cambodia, with regular travel to program implementation areas.
  • This position is open to Cambodian nationals only.
  • Full time, fixed term for 12 months and with potential to extend.

Join the Australia Cambodia Partnership for Climate Resilience (ACP4Climate), the Australian Government’s flagship climate investment in Cambodia, supporting improved water resource management and climate resilience. ACP4Climate works alongside government, development partners, civil society and communities to strengthen water planning and scale innovative solutions for climate-resilient water management.

As the Water Governance Senior Specialist, you will provide high-level technical leadership across the program, supporting policy dialogue, institutional strengthening, integrated water resources management, river basin planning and water governance reforms. You will work with government counterparts and stakeholders to translate complex technical information into practical advice that informs decision-making and strengthens climate-resilient water management in Cambodia.

This is an exciting opportunity for a senior water governance professional to contribute to Cambodia's climate resilience agenda and help shape long-term improvements in water governance and management.

Duties & Responsibilities:
  • Provide technical leadership and strategic advice on water governance, integrated water resources management, river basin planning and climate-resilient water management.
  • Support policy development, institutional strengthening and water sector reform initiatives in collaboration with MOWRAM and other stakeholders.
  • Contribute technical expertise to governance mechanisms, stakeholder consultations and policy dialogue processes.
  • Lead and support capacity-building, learning and knowledge-sharing initiatives across government and partner organisations.
  • Review and provide strategic input to technical reports, policies, plans, assessments and water governance frameworks.
  • Support the integration of climate resilience, GEDSI and locally led adaptation into water governance and planning processes.
  • Contribute to program planning, monitoring, reporting and adaptive management activities.
  • Build and maintain effective relationships with government counterparts, development partners and other key stakeholders.
Expected Profile of Candidates
Languages:

Qualifications:
  • Bachelor's Degree in Water Resources Management, Water Governance, Environmental Science, Climate Policy or a related discipline
Skills & Knowledge:
General & Technical Skills
  • Extensive experience in water governance, integrated water resources management, climate resilience, river basin management or related fields.
  • Demonstrated experience supporting water sector policy development, institutional strengthening, basin planning or governance reform initiatives.
  • Extensive experience working with government agencies, development partners, research institutions and multi-stakeholder programs.
  • Strong technical knowledge of water governance, IWRM, river basin planning and climate-resilient water management.
  • Excellent written and verbal communication skills in Khmer and English.
Soft Skills
  • Excellent analytical, stakeholder engagement, facilitation and communication skills, with the ability to translate complex technical information into practical advice.
  • A collaborative, strategic and solutions-focused approach, with a commitment to inclusive development, safeguarding and locally led adaptation.

We are seeking a Water Governance Coordinator to support stakeholder coordination, government engagement and water governance activities for the Australia Cambodia Partnership for Climate Resilience (ACP4Climate) program in Cambodia. The role will serve as a key liaison between ACP4Climate, the Ministry of Water Resources and Meteorology (MOWRAM), government institutions and development partners. helping strengthen coordination, knowledge sharing and implementation of climate-resilient water governance initiatives.

  • The role will be located in Phnom Penh, Cambodia, with regular travel to program implementation areas and close engagement with MOWRAM.

As the Water Governance Coordinator, you will play a key role in supporting collaboration between ACP4Climate, Ministry of Water Resources and Meteorology (MOWRAM) and other stakeholders. You will coordinate meetings, stakeholder engagement and governance processes, support knowledge sharing and learning activities, and help ensure effective communication and implementation across the program.

This is an exciting opportunity for an experienced governance and stakeholder engagement professional to contribute to one of Cambodia's leading climate resilience initiatives.

Duties & Responsibilities:
  • Coordinate engagement and collaboration between ACP4Climate, MOWRAM, government agencies, development partners and other stakeholders.
  • Provide secretariat support to relevant governance mechanisms, including coordinating meetings, preparing agendas, briefing materials, minutes and follow-up actions.
  • Support the preparation of correspondence, reports, briefing materials and communications in Khmer and English.
  • Facilitate knowledge sharing, learning activities and stakeholder engagement related to water governance and climate resilience.
  • Support program planning, implementation, monitoring and reporting activities across water governance initiatives.
  • Coordinate workshops, consultations, field visits and capacity-building activities with government and program partners.
  • Maintain records, track key actions and support timely follow-up and communication across stakeholders.
  • Promote inclusive, safe and effective stakeholder participation, including integration of GEDSI and safeguarding principles.

Qualifications:
  • Bachelor's Degree in public policy, international development, environmental governance, water governance, social sciences or a related field
Skills & Knowledge:
General & Technical Skills
  • Extensive experience in stakeholder engagement, government coordination and program implementation, including working with Cambodian government ministries, agencies and institutional stakeholders.
  • An understanding of water governance, climate resilience, natural resource management or related sectors.
  • Excellent written and verbal communication skills in Khmer and English, including report writing and stakeholder communications.
Soft Skills
  • Strong coordination, facilitation and relationship management skills, with the ability to manage multiple priorities, solve problems and work effectively in complex operating environments.
  • A collaborative, proactive and professional approach with a commitment to inclusive development and safeguarding principles.
  • You will be an experienced coordinator and relationship manager with strong stakeholder engagement skills and an understanding of governance, policy or development processes in Cambodia. You will be confident working across government, development partner and community settings and able to manage complex relationships and competing priorities.
