PURPOSE OF THE POSITION
Lead WVI-C's WASH blended-finance strategy by building a viable pipeline of financeable investments that expand and sustain safe, affordable and reliable water services for underserved rural and peri-urban communities. Identify, assess and negotiate financing opportunities and partnerships, while strengthening water operators' investment readiness and sustainability through financing and targeted technical assistance.
- Lead implementation and periodic refinement of WVI-Cambodia's rural water blended-finance strategy, translating it into annual plans, budgets, milestones and financing targets.
- Maintain alignment with WVI WASH plans, operator professionalization priorities and government sector directions; identify, screen and prioritize opportunities with WVI-C teams and sector stakeholders.
- Build partnerships with financial service providers and VFI/Blue Thread Global Water Fund, and ensure financing arrangements are policy-aligned, legally permissible, institutionally supported and supported by affordability safeguards and targeted institutional strengthening.
- Identify, assess, design and guide blended-financing and VGF opportunities for new/improved water access in WVI-prioritized villages and households.
- Assess and negotiate financing terms with existing water operators for network expansion, co-investment and sustainable service delivery.
- Leverage partnerships including CAPRED, Aqua Bridge, UNICEF and SFF to co-design and implement financing strategies.
- Recommend appropriate combinations of debt, grants, guarantees, VGF, results-based financing, technical assistance and contributions.
- Develop and negotiate financing proposals, partnership arrangements and transaction documentation with WVI-C, WVUS and relevant functions.
- Lead or supervise financial and business-performance analysis of prioritized WMCs, ACs and PWOs.
- Identify revenue-generation and cost-saving measures that can be supported through repayable financing.
- Develop cash-flow projections, DSCR analysis, downside scenarios, borrowing capacity and tariff/affordability scenarios.
- Support operators to strengthen business plans, investment plans, financial projections and financing applications to become investment-/credit-ready.
- Develop partnerships with banks, MFIs, DFIs and guarantee providers and coordinate targeted technical assistance for operator capacity.
- Establish and maintain a blended-finance performance dashboard covering financial and service-delivery results.
- Monitor transaction implementation and identify financial, operational, technical and partnership risks requiring corrective action.
- Capture lessons from initial transactions and use them to refine subsequent financing structures.
- Contribute to WVI-C, WVUS and global learning on WASH financing through evidence, tools and lessons.
- Set clear performance expectations and provide technical guidance, mentoring and coordination to staff and consultants supporting blended-finance activities.

- Master's Degree in Finance, economics, business administration, development finance, water supply engineering, public policy or related discipline.
- 8-12 years of progressively responsible experience in microfinance, blended finance, investment/infrastructure finance, commercial/development finance and/or SME lending, including product development, business analysis and financial projections.
- Professional qualifications/certifications in finance, investment, project finance, financial modelling or related fields are an advantage.
- Knowledge of loan product design; financial modelling and cash-flow analysis; commercial/infrastructure finance; blended-finance structuring; guarantees and concessional instruments; project/investment appraisal; water utility/rural water economics; government engagement; private-sector development; institutional strengthening; and multidisciplinary team management.
- Knowledge of Cambodia's rural water sector, WMCs, PWOs, MRD, MISTI and local financial markets is a substantial advantage.
- Experience working with financial institutions, investors, development-finance partners, guarantee providers or other capital providers to develop and/or execute financing solutions.
- Experience developing business cases, investment proposals, financing applications and/or negotiating commercial or financing arrangements.
- Approximately 25% of domestic travel required; occasional international travel.

The Insurance Project Manager drives the end-to-end design, implementation, and oversight of climate and health insurance solutions in Cambodia. This role bridges strategic product development with ground-level execution—ensuring regulatory compliance, maintaining multi-stakeholder alignment, and establishing robust monitoring and documentation frameworks to maximize program reach and impact for vulnerable communities.
Key Objectives of the Job:
- Informed Solution Design: Develop context-relevant, feasible, and compliant climate and health insurance products tailored to local market needs.
- Operational Excellence & Oversight: Ensure high-quality program execution through systematic monitoring, joint reviews, and timely adjustments. And Ensure projects comply with insurance regulations and internal governance.
- Strategic Partnerships: Position the organization as a trusted leader through effective advocacy, regulatory alignment, and stakeholder convenings.
- Institutional Knowledge: Build a comprehensive body of documentation, process maps, and impact reports to guide scaling and future program iterations.
- Project Monitoring & Coordination
- Establish joint monitoring frameworks with local insurers and partners to assess product uptake, claim payout speeds, and field execution.
- Conduct frequent local field visits across target Cambodian provinces to monitor distribution, collect user feedback, and resolve operational bottlenecks.
- Oversee baseline, mid-term, and endline impact studies to measure socio-economic resilience and financial protection among policyholders.
- Analyse operational data and product performance metrics to recommend iterative improvements to the program design.
- Coordinate with compliance and legal teams.

- Product Design & Feasibility
- Design and execute feasibility studies, risk profiling, and market research to identify gaps in climate and health risk coverage.
- Collaborate with actuaries, local insurers, technical experts, and communities to co-design micro and parametric insurance products.
- Evaluate off-the-shelf and custom insurance products, evaluating their suitability, affordability, and distribution channels.
- Assist partners in navigating local regulatory requirements (e.g., Insurance Regulator of Cambodia) to ensure smooth product filing and compliance.
- Analyse existing insurance process and identify improvement opportunities.
- Streamline underwriting, claim, policy administration, billing, or customer service workflow.
- Risk Management - Identify project risks early and develop mitigation and contingency plans. And escalate critical issues when necessary.
- Administrative & Operational Management
- Manage local project expenditure, review partner invoices, track budget burn rates, and ensure alignment with donor compliance rules.
- Oversee administrative arrangements for field trips, stakeholder meetings, workshops, and consultant field deployments.
- Coordinate terms, agreements, and deliverables with local contractors, research firms, and insurance partners.
- Manage day-to-day local administrative workflows, procurement of field supplies, and routine project compliance tasks to maintain smooth operational flow.
- Process and Documentation
- Document step-by-step operational workflows, distribution processes, and claim mechanisms to create standardized guidelines.
- Draft comprehensive research reports, feasibility studies, and case studies detailing findings, challenges, and lessons learned.
- Maintain a centralized digital repository of regulatory submissions, product designs, monitoring data, and stakeholder agreements.
- Representation & Stakeholder Engagement
- Organize and facilitate annual multi-stakeholder meetings involving government authorities, insurance providers, local partners, and beneficiary groups.
- Serve as the primary local point of contact for regulatory affairs, keeping international and local teams aligned on legal and compliance updates.
- Represent the project at national and regional forums, workshops, and working groups related to microinsurance, health, and climate adaptation.

- Strong aptitude for digital tools, Insurtech platforms, data collection systems, and modern project management software.
- Demonstrated track record in organizing high-level multi-stakeholder forums or government dialogues.
- High proficiency in spoken and written English and Khmer to engage effectively with both local partners and international stakeholders.
- Willingness and capability to travel frequently within Cambodia (provinces and rural regions).
- Proven ability to work independently with minimal oversight, taking full ownership of project milestones.
