Position Summary
Duties & Responsibilities:
The Director of the Warehouse Department is responsible for leading, managing, and optimizing the daily operations of all enterprise warehouse centers. The successful candidate will ensure peak operational efficiency, robust security, and absolute compliance with national and technical standards. Key responsibilities include:
Strategic Leadership: Oversee, direct, and manage the daily activities of the Warehouse Department, including all subordinate units (Administration, Warehouse Management, Accounting, Production/Processing Chain, Phytosanitary, Weighing Scale, and Security).
Inventory & Asset Management: Manage and safeguard all warehouse facilities and stored commodities, including commercial stocks and the State Strategic Physical Food Reserve System. Ensure highly transparent, accurate, and technically sound inbound and outbound logistics.
Quality Assurance & Phytosanitary Compliance: Oversee strict quality inspections of food and agricultural products to comply with the Cambodia Food Reserve System standards. Monitor stock lotting, moisture levels, and execute advanced pest control/fumigation protocols.
Production & Processing Management: Supervise the continuous and efficient operation of processing machinery (including Satake milling systems) to support domestic commercial activities and expanding export demands.
Strategic & Financial Planning: Formulate the department’s annual operational budget and financial plans. Contribute to the development and optimization of corporate strategies, business models, and relevant institutional procedures.
Infrastructure & Security: Enforce 24/7 security and safety protocols across all warehouse networks. Oversee the structural maintenance of infrastructure, buildings, utilities, and high-tech equipment.
Representation & Reporting: Represent the enterprise in high-level meetings, coordination, and cooperation with ministries and relevant external institutions. Prepare rigorous inventory and activity reports (monthly, semi-annual, annual) for executive leadership.
Other Duties: Execute additional strategic tasks as assigned by the executive leadership.

Expected Profile of Candidates
Languages:
English - Good
Qualifications:
Master's Degree
Bachelor's Degree in Supply Chain Management, Logistics, Business Administration, Agriculture, Food Science, or a related academic field
Work History:
Proven experience managing large-scale warehouses, distribution hubs, or modern agricultural processing centers at a leadership/managerial level for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
Deep understanding of Warehouse Management Systems (WMS), inventory methodologies (FIFO/LIFO), quality preservation, and international phytosanitary/fumigation standards. Familiarity with processing machinery operations (e.g., Satake system) and grain quality assessment (paddy, rice) is highly prioritized
Proficient in MS Office applications and inventory management software. Good command of the English language (both verbal fluency and professional report writing).
Soft Skills
Exceptional leadership, communication, negotiation, and problem-solving skills with high professional thoroughness and attention to detail.
Ethics & Integrity: High professional ethics, strong accountability, and the absolute capability to maintain state enterprise confidentiality and data protection.
