Background and Introduction  

Village Health Support Groups (VHSG) and Health Centre Management Committees (HCMC) have worked for the Ministry of Health’s (MOH’s) to link primary health care activities from health center (HC) to community. Their works have been stated in Guideline for Implementation of Primary Health Care 2002. 

Since 2018, Resilient and sustainable systems for health (RSSH) model being used by the Global Fund for AIDS, Tuberculosis, and Malaria (GFATM) calls for accelerating progress toward universal health coverage. Factors that contribute to community participation in health care systems have been reported by research finding2, and the research on community engagement using VHSGs in different national programs has also been undertaken3.   

However, it is lack of information related to: 

  • The experiences, attitudes of VHSG health care system, 
  • The Capacity/competency of VHSG to deliver health related activities to community, 
  • The contribution of VHSG 's efforts in supporting community health activities in their villages, 

There are several types of village volunteers that are supporting health center staff to provide primary health care activities in their communities, especially for the three diseases supported by Global Fund. There is some overlap between the volunteers for different programs as stated in the Results of Mapping Village Health Support Groups (VHSGs) in Nine Provinces; Kandal, Koh Kong, Kratie, Mondulkiri, Oddar Meanchey, Preah Sihanouk, Preah Vihear, Ratanakiri and Stung Treng; conducted by NCHP in 2017, under new funding model of GFATM.  

VHSGs are an important link between the public health system, especially health center and the community. Furthermore, VHSG are the frontline health workers who are playing a very important roles to improve the health status of community through providing life-saving information to community.

Summary

Objectives of the mapping 

  • To map the existing volunteers working at the community level within the health sector and to map the functions and roles of the volunteers (including HIV, TB, Malaria and VHSG). 
  • To identify the knowledge, behavious and practices of VHSGs, including their attitudes towards community health activities, and factors positively and negatively affecting motivation of the volunteer work, 
  • To assess the capacity and enabling environment required by volunteers that would enable them to discharge their functions more effectively. 
  • Target Population 

All volunteers are working at community in all provinces/municipalities including HIV, TB, Malaria Programs Volunteers and VHSG. 

Geographical Area 

The VHSG mapping will be conducted in all provinces/municipalities in Cambodia. 

Terms of Reference 

Qualified company or firm will be contracted to conduct the mapping to: 

  • To map the existing volunteers working at the community level within the health sector and to map the functions and roles of the volunteers (including HIV, TB, Malaria and VHSG). 
  • To identify the knowledge, behavious and practices of VHSGs, including their attitudes towards community health activities, and factors positively and negatively affecting motivation of the volunteer work, 
  • To assess the capacity and enabling environment required by volunteers that would enable them to discharge their functions more effectively. 

Summary of Company/Firm Duties: 

  • Conduct a literature review of the relevant documents including the roles of VHSG   
  • Develop mapping protocol including mapping tools and workplan 
  • Train data collectors 
  • Testing and finalizing data collection tools 
  • Develop data collection plan 
  • Collecting, cleaning, and analyzing data 
  • Prepare preliminary mapping report 
  • Present preliminary mapping finding to stakeholders 
  • Finalized VHSG Mapping Report.

  • Survey protocol including survey objectives and methodology (including mapping tools), and Survey detailed budget
