Entrepreneur Investment Support (EIS) is an initiative within the Enhancing Entrepreneurial Ecosystem and Investment (3Ei), funded by SDC, KOICA and Khmer Enterprise and co-implemented by Khmer Enterprise and Swisscontact. EIS provides business support to small and medium enterprises (SMEs)that are trying to secure investments or have raised funds and need additional non-financial support for sustainable growth.

EIS provides investment readiness and post-investment TA for SGBs through a pool of vetted consultants. The investment readiness TA is designed to support SGBs as they work to become investment ready and assist investors in building pipelines. The post-investment TA provides business support to SGBs who receive investment funds. This business support is meant to help mitigate risks for investors and support more successful growth forces.

Aliments Group is a Cambodian agrifood enterprise promoting safe, traceable, and value-added food through its interconnected brands: Aliments (retail & processing), Ali-Foods (CQS-certified dried-fish line), Ali-Farm (demonstration farm cultivating high-value crops such as melon, garlic, ginger, chili), and Alipop (value-added beverages & functional foods).

The assignment and objective

Assignment

Swisscontact is seeking an individual consultant or consulting firm to provide Accounting and Finance consultancy service for Aliments.

Objectives

To strengthen Aliments Group’s financial management, reporting, and internal control systems through practical tools, automation, and hands-on capacity building, enabling management to make informed decisions and meet donor and investor requirements.

Scope of Work and Deliverables

Scope of Work

  • Task 1: Financial System Review and Financial Reporting
  • Task 2: Budgeting, Forecasting, and Financial Planning
  • Task 3: Financial Governance and Grant/Investment Management
  • Task 4: Costing and Profitability Analysis
  • Task 5: Capacity Building and SOP Development

  • Deliverable 1: Financial Report and Structure
  • Deliverable 2: Budgeting, Forecasting, and Financial Planning
  • Deliverable 3: Financial Governance and Operational Cost Management

Duration and Timing of Assignment

The consultancy will start from 1 April 2026 (as soon as possible), but exact start date is negotiable.

Supervision

Although Swisscontact will provide administrative and financial supervision for this assignment, Aliments will appoint a representative to manage the day-to-day relationship with the consultant and provide guidance and feedback on technical matters.

Eligibility

  • Degree in Accounting, Finance, or related field.
  • Minimum 5 years’ experience in finance and accounting for SMEs, NGOs, or social enterprises.
  • Proven experience in financial system setup, budgeting, and reporting.
  • Experience with donor-funded or grant-financed projects is an advantage.
  • Strong analytical, documentation, and training skills.
  • High standards of integrity, confidentiality, and professional ethics 
  • Very good interpersonal communication skills, ability to work with a diverse team.
