Tonle Fish Initiative is a community-based enterprise launched as a pilot in 2024 to improve local livelihoods, empower women, and safeguard biodiversity in and around Tonle Sap Lake and the Stung Sen Ramsar Site in Cambodia. Since its inception, Tonle Fish has gained recognition for its practical, on-the-ground engagement with floating communities, supporting the co-management of Stung Sen Ramsar Site through the production and marketing of smoked fish that combine cultural traditions with biodiversity-friendly practices.

The initiative has strengthened women’s participation and leadership in conservation while improving household incomes, and it has progressively built wholesale and retail market linkages for community products.

To date, the Tonle Fish Initiative has demonstrated multiple benefits:

  • Economic empowerment: creation of local jobs, increased household incomes, and access to higher-value markets.
  • Gender equality: support for women-led producer groups, capacity building, and pathways for women’s leadership within floating communities.
  • Biodiversity protection: compliance with conservation regulations (e.g. no illegal fishing, hunting, or deforestation), with a portion of profits reinvested to support Community Protected Area (CPA) patrols.
  • Health and food safety: improved fish processing through better hygiene equipment, higher standards, and access to clean water.

As its name suggests, Tonle Fish represents fresh, sustainably sourced fish from the natural waters of Tonle Sap Lake and the Stung Sen Ramsar Site. The initiative is managed under the Toul Neang Sav Plov Loung Community Protected Area, a recognized floating community in Phat Sanday Commune, Kampong Svay District, Kampong Thom Province.

With additional financial support from the GEF Small Grants Programme (SGP–UNDP), NatureLife Cambodia (NLC) is scaling up the initiative’s production, membership, and marketing as a community-based enterprise.

Position Summary

Objectives

  • To develop a clear and practical business plan for a community-based Enterprise.
  • To analyze the market, costs, revenues, and profit potential of community-based Enterprise, as well as plan with risk analysis and recommendations.
  • To define business development strategies for community-based enterprises
  • To strengthen the capacity of group members in business management.

Timeline

The consultancy is expected to run for one (1) month from the date of contract signing. The start date should begin in mid-March 2026 at the latest. The tentative schedule shall be as follows:

  • Desk review and verification
  • Data collection and consultation at Stung Sen Ramsar site, located in Phat Sanday Commune, Kampong Svay District, Kampong Thom Province. The site is approximately a three-hour drive from Phnom Penh.
  • Drafting, feedback, and finalization of the business plan.
  • Submission of all deliverables.

Reporting

The consultant will work closely with NatureLife Cambodia’s Project Manager and Tonle Sap Team. Regular check-ins (online or in person) will be required to review progress.

Duties & Responsibilities:
  • The consultant will carry out the following tasks:
  • Review and assess the context and current situation of Community-based Enterprise.
  • Analyze the value chain of smoked fish products and provide the best recommendations to long-term management and sustainability.
  • Conduct a market assessment (customers, competitors, pricing, and opportunities).
  • Analyze production costs and cost structure.
  • Develop a financial plan (income–expenditure, profitability, and cash flow).
  • Define production, marketing, and management strategies.
  • Prepare an action plan and conduct a risk assessment.
  • Provide training and facilitate discussions with group members
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in or relevant experience in business, agriculture, or community development
Work History:
  • At least of experience in business plan development for 3 years
Skills & Knowledge:
General & Technical Skills
  • Proven experience working with communities and marketing analysis.
  • Strong writing and presentation skills in the Khmer and English languages.
